Duties

Help

Sources and develops climate-related investments across all DFC products. Establishes and maintains business relationships with U.S. and foreign corporations, U.S. and foreign commercial banks and development finance institutions, clients, and relevant industry associations.

Develops discrete, concrete, and actionable investment theses for various climate sectors in conjunction with their Managing Director, OCCO, PCG, OCOO, and relevant investment officers. Builds a proactive outbound business development strategy around those theses.

Works closely with investment officers and relevant offices within DFC to progress potential climate investments through the DFC pipeline.

Counsels private U.S. and foreign firms on the development of proposed climate projects. Discusses, in depth, DFC programs and other products as applicable with representatives of U.S. and foreign firms who have technical questions concerning programs, as well as to foreign government officials, and U.S. locally hired personnel of the U.S. Embassy and USAID missions abroad.

Provides on the ground support to DFC climate transactions wherever necessary, including in transaction underwriting, execution, and monitoring.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following: 1. Experience underwriting investments; 2. Experience in one of the following core climate sectors: clean energy, e-mobility, agriculture, built environment, industrial decarbonization, or nature-based solutions; and 3. Experience in international business development and marketing methods: sourcing, developing and/or closing investments, in particular in low / lower-middle income countries

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
