Duties

Help
  • Prepare general requirements portions of specifications for new construction and maintenance work including determining what project-specific information must be included, such as local clauses, State clauses, and more.
  • Utilize SpecsIntact software to prepare technical specifications from data supplied by Project Delivery Team (PDT), planning, legal, construction, operations, and contracting organizations.
  • Write portions of supplementary special contract requirements based on understanding of the contract scope, coordination with the Project Delivery Team (PDT), and consultation with the principle design and construction management engineers.
  • Provide critical review of the specifications from technical engineering viewpoint for practicability, conformance with existing standards and policies.
  • Conduct review conferences with technical personnel from engineering, planning, operations, and contracting divisions to coordinate specifications requirements.
  • Coordinate with Contracting, Engineering, and Project Management Divisions to ensure projects are packaged and solicited in a reliable, timely, and efficient manner.
  • Administer DrChecks web-based project review management system to organize and schedule project submittals and reviews.
  • Administer Electronic Bid Solicitation (EBS) system to compile contract documents for posting to the internet for public access.
  • Prepare and compile contract documents to include on the Electronic Bid Solicitation (EBS) system.

  • The employee shall be (and remain) certified by the Construction Specifications Institute (CSI). At the GS-11 level, the minimum certification level shall be Construction Document Technologist (CDT).

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Experience in preparing and reviewing technical specifications for use in contract solicitations, maintaining effective relationships with project stakeholders and Project Delivery Team (PDT) members, and preparing project files for use in the creation of new, and revisions to, construction solicitation documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above).
