Serves as the Deputy Inspector General for Mission Support (DIG-MS) and reports directly to the Principal Deputy Inspector General (PDIG). The DIG-MS leads the Mission Support Team component and serves as the principal advisor to the Inspector General (IG) and PDIG on all matters related to Department of Defense Office of Inspector General (DoD OIG) mission support functions.
All groups of individuals within the civil service and the public. The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches.
Oversees all enterprise-wide business and planning processes and ensures organizational programs, plans, and policies are aligned with the DoD OIG strategic plan.
Coordinates initiatives with appropriate internal and external stakeholders.
Represents the DoD OIG in Congressional meetings and hearings, and provides information as required to appropriate congressional committees.
Serves as the Chief Human Capital Officer and Continuity of Operations Coordinator.
Provides direction and oversight to special projects and programs initiated by the IG or PDIG. Integrates actions and initiatives across DoD OIG components.
Promotes compliance with the DoD Joint Ethics Regulation and serves as a role model DoD OIG senior executive leader.
Promotes an organizational culture that fosters collaboration and excellence, and establishes the DoD OIG as an employer of choice in the oversight community.
Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of employment.
Incumbent may be required to travel in the Continental United States and overseas.
The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.
Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to this position.
The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following mandatory technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative must not exceed 2 pages per MTQ. MTQs exceeding the page limitation will not be considered. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Extensive experience leading organizational change at a large organization, across a multi-sector workforce. Extensive experience in process improvement, strategic and risk management, human capital management, project management, performance measures, metrics, and change management techniques.
2. Mastery of advanced management and organizational development principles and practices to effectively plan, prioritize, and implement strategies to achieve organizational success. Detailed knowledge and experience with the planning, programming, budgeting, and execution process and executive decision-making forums to ensure consistent, efficient, and effective business policies and practices.
3. Broad knowledge of DoD objectives, programs, policies, organizations, budgets, fiscal and accounting procedures, legal and regulatory requirements, and organizational management practices.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). The ECQs must not exceed 10 pages.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically. 5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
