Summary

As a Contract Specialist, duties performed are acquisition workforce training and development coordinator with responsibility to recruit, train, and develop a strong acquisition workforce dedicated to providing world-class acquisition services. 

Location of position: Federal Acquisition Service (FAS), Office of Travel, Transportation & Logistics (TTL), Office of Acquisition Operations (QMA). The duty location of this position will be determined upon selection.

You will be responsible for:

  • Providing expert policy advice on contracting policy and approaches.
  • Coordinating with business line and program managers to implement training strategies to ensure the organization's talent pool is capable to effectively and efficiently address the changing contracting requirements of its client agencies.
  • Managing FAC and warrant programs for the office.
  • Developing communications​,​ media presentations, ​and training materials on a variety of acquisition topics.

The GS-14 salary range starts at $116,393 per year.  The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. You must meet the requirements in 1, 2, or 3 below:

  1. All of a, b, and c below:
    (a)  
    Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional or FAC-C Level I or DAWIA (Contracting) Level I or higher certification. Note: After September 30, 2023, you will need to submit the FAC-C (Professional) or DoD Contracting Professional certifications or you will need to request a waiver.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience that has provided the candidate with a comprehensive knowledge of Federal contracting and acquisition programs. Such experience should have included providing assistance in the procurement of large, complex contracts for professional services, information technology and/or network service solutions.

Failure to provide proof of education (transcripts showing date and degree conferred) will result in an incomplete application and you will not be considered.

Condition of Employment:  This position description includes the requirements for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) Certification.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of contracting methods in technically advanced areas.
  • Ability to present agency training and development programs to managers and outside practitioners, tailor these programs to specific audiences, and successfully address training needs.
  • Skill in managing the professional growth and development of the acquisition workforce and tracking outcomes to ensure compliance.
  • Ability to analyze contracting problems and develop sound resolutions to problems associated with the negotiation and administration of complex and sophisticated, highly visible contract alternatives.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
