As a Program Analyst (locally known as Operations Manager), you will serve as an analyst utilizing resources, capabilities, and technology to design supply chain solutions.

Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Office of Retail Operations (QSR), Operations Division (QSRA), OCONUS Branch (QSRAB). The duty location of this position will be determined upon selection.

Help

The Office of Retail Operations manages retail stores, resolves problems in retail store operations, maintains customer accounts, enhances vendor relationships, provides guidance to call centers as necessary, and fulfills other business support requirements.

The OCONUS Branch coordinates retail business planning efforts, establishes customer agreements in coordination with Acquisition Operations, manages vendor relationships, customer accounts and supply chain integration to meet functional requirements.

You will be responsible for the following duties:

  • Supports the transition of customers from existing support channels to the 4PL business model. The 4PL business model manages the entire supply chain and the multiple service providers within the supply
    chain. Uses the 4PL business model to establish new retail stores at customer locations.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering and analysis efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e. the actual limits of the project are developed as the study proceeds.
  • Serves as the Contracting Officer Representative or Alternate Contracting Officer Representative for assigned stores. Monitors store processes and resolves sales discrepancies between customers, GSA and vendors. Performs post award reviews on contract actions including contract modifications and terminations for the purpose of ensuring that sound business practices have been employed.

  • Current or Former Political Appointees The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • If selected, you must be willing to work during GSA's core hours. These work hours will be based on time zones which include Pacific, Mountain Time, Chamorro Standard Time, Alaska Standard Time, or Hawaii-Aleutian Standard Time.

GS-12:

The GS-12 salary range starts at $82,830 per year. Locality pay will be determined once the selectee's duty location has been established. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience applying qualitative and quantitative techniques in order to analyze and evaluate the effectiveness of program operations and/or project initiatives aimed at improving business processes and customer service initiatives. Such experience must have included monitoring tracking and reporting systems that measure the success of program operations and applying change management techniques.

GS-13:

The GS-13 salary range starts at $98,496 per year. Locality pay will be determined once the selectee's duty location has been established. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is experience applying qualitative and quantitative techniques in order to analyze and evaluate the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives. Such experience must have included implementing and/or maintaining tracking and reporting systems that measure the success of program operations, applying change management techniques, and consulting with and advising management officials on program and/or project issues, concerns, and successes.

  • Skill in program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far reaching studies impacting GSA and outside agency operations.
  • Skill in oral and written communications skills to effectively conduct negotiations, conduct briefings, provide concise written guidance and findings, serve as a team leader/GSA representative, and conduct formal meetings in a professional manner.
  • Skill in application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of FAS Retail Operations Programs.
  • Knowledge of program goals and objectives to include marketing, merchandising, administration, information technology, and financial administration. Knowledge of senior level supply and logistics systems for the Department of Defense.
