You must be serving on career or career-conditional appointment, or under a noncompetitive Special Appointing Authority which provides for conversion to a permanent position in the Competitive Service.
Assesses associate's competencies and evaluates performance; schedules and approves leave; counsels associates and takes appropriate disciplinary action when necessary; provides feedback on quality, quantity and timeliness of their work.
Directs technical building maintenance activities.
Coordinates program efforts with other GSA organizations and with other federal and client agencies to ensure customers are kept apprised of project status, and meeting time frames to provide quality services.
Enforces GSA policies, regulations, and procedures governing the use of federally owned and occupied space.
Establishes program accountability for operations and provides necessary oversight and instruction to guard against deferred maintenance.
Develops both annual and long-range plans, anticipating changing requirements based on evaluation of input received from occupant agency management.
Develops operating plans, budget and manpower requirements in support of ongoing and proposed programs.

The GS-14 salary range starts at $130,929 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience in 1) management of groups of office buildings or large apartment building complexes (including negotiating lease provisions, managing the use and upkeep of facilities, supervising maintenance staffs, negotiating and monitoring building repairs and service contracts, and tenant relations; 2) planning and development of comprehensive standard maintenance programs and procedures for various types of buildings (including setting standard operating procedures, developing preventive maintenance programs, and planning for optimum use of space in terms of the kinds of facilities and occupant needs); or 3) supervision or monitoring of construction of apartment, hotel, office, or similar buildings (including inspecting proposed plans to assure inclusion of necessary appointments and facilities, monitoring the work in progress for conformance with construction plans, and inspection of completed projects for acceptability. Experience must have also equipped the candidate with the particular knowledges, skills, and abilities to successfully perform the duties of the position.
