WHAT IS THE OFFICE OF ONLINE SERVICES (OLS) DIVISION? The IRS Office of Online Services (OLS) is dedicated to providing and improving online content and self-service tools to help taxpayers and tax professionals obtain information and fulfill their tax obligations. The office combines online expertise, data analysis and user research to conceptualize online tools, develop product roadmaps, and continuously improve the taxpayer experience. OLS is responsible for designing and managing the IRS.gov website and associated applications, such as the IRS online account, taxpayer digital communication and the Tax Withholding Estimator.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Advises and assists the Directors and senior managers in critical, sensitive or confidential matters, including operational and budget matters. Consults with senior management and staff within the business function, and at higher levels within the agency, on critical organizational and management issues. Exercises authority to represent and make commitments on behalf OLS management regarding program operations and the administrative management of the organization.
  • Assists the Directors and senior managers in planning, organizing, and/or leading all phases of multifunctional efforts to evaluate plans and proposals for projects involving broad areas of work processes, operational practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing the analysis and evaluation of plans and proposals for projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and contributing to or editing new or revised policy.
  • Supports the Directors and senior managers in assessing impact of new or modified program requirements. Analyzes new or proposed legislation, regulations, or other authoritative guidance to determine impact on program operations. Prepares long-range forecasts of developments relevant to program operations. Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls. Identifies resources (staff, funding, equipment or facilities) required to support varied levels of program operations. Identifies trends and anticipates any adverse impact on budget and/or work plans. Develops innovative solutions, documents findings and conclusions, and makes presentations.
  • Assists the Directors and senior managers in exercising financial plan management responsibility for the unit. Prepares, maintains, and executes the financial plan involving all categories of expenditures. Reviews, analyzes, makes recommendations, and/or develops contingency plans based on financial analyses and reports.
  • Advises the Directors and senior managers on distribution of work among positions and organizations, and the appropriate staffing levels and skills mix. Conducts studies of employee/organizational efficiency and
  • productivity, and recommends changes or improvements in organization, staffing, work methods and procedures.
  • Develops, identifies and analyzes data required for the management and direction of programs. Researches new or improved business and management practices for application to unit operations and management. Develops management and/or program evaluation plans, procedures and methodologies.
  • Attends meetings and conferences with both internal and external stakeholders, and exercises authority to represent and make commitments for the Director, OLS managers, etc. on a variety of management issues.

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification.   • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GRADE-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience using a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, for assessing program development, measuring, and evaluating program compliance and accomplishments, identifying significant program or resource issues, and improving organizational effectiveness and efficiency. Experience with the business function organization, its policies, principles, practices, systems, and program objectives to develop long- and short-term program plans, assess resource utilization, initiate or recommend new or revised processes and procedures, and advise and assist Online Services' leadership in managing diverse and complex programs. Experience understanding the organization's mission, policies, practices, and procedures to implement, integrate and assess program activities within the organization. Experience using the Code of Federal Regulations, rulings and court decisions affecting the business function operations, and experience researching and applying these laws and principles, to develop and evaluate programs to apply and ensure compliance with the law. Experience in applying principles, practices, and methods of financial management to monitor resource utilization and to analyze whether obligations, expenditures and requested allotments are within funding limitations of the approved budget. Experience meeting with internal and external customers to resolve issues that may be controversial and sensitive, reconcile conflicting interests and points of view, and maintain harmonious relationships with all parties. Experience in written and oral communication to prepare and deliver reports and assessments, to present plans and proposals, to articulate office policies and positions to internal and external audiences, and to negotiate effectively.
