The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Develops, modifies, and executes the OLS Communication Strategy for Head of Office integrating OLS Division personnel and activities where appropriate to coordinate messaging, assess results, plan future activities, provide status to stakeholders, solicit feedback and ensure the development and maintenance of a wide range of digital engagements tools, products, and processes. The digital activities may include use of hardware and software tools such as videos, online interactive multimedia platforms, social media platforms, digital signage, podcasting, webcasting, email, and blog/RSS feed posting. Incumbent stays informed on new and emerging digital media opportunities that may support the Director of OLS' messaging internal to OLS and IRS and externally where appropriate.
  • Leads internal and coordinates external digital engagement, enlisting support of other digital engagement coordinators for OLS Divisions stakeholders as necessary. Specific activities include monitoring effective benchmarks for measuring the impact of internal and external engagement projects and campaigns; analyzes, reviews, and reports on effectiveness of same in an effort to maximize results and help evolve strategies in a timely manner; lead responsibility for the OLS SharePoint leading the design of new SharePoint solutions for OLS and manage the OLS Intranet page on IRSource. Ensures digital products are in compliance with all Federal and Service standards as defined by Section 508 of the Rehabilitation Act (29 U.S.C. § 794d). Implements user design and user experience fundamentals when creating original content and managing digital platforms (e.g., usability heuristics, mockups, wireframes, etc.).
  • Supports the production and marketing of original digital products (e.g. blogs, webinars, podcasts, photographs, graphics, audiovisuals and other multimedia). Actively engages OLS Divisions to gather information, analysis reports, public engagements, photographs, and video clips for use in messaging.
  • Continues to explore new developments, production styles, and trends in social media and complies with federal requirements for government use of social media. The incumbent coordinates and leads internal reviews where appropriate for the testing of new social media technologies.
  • Manages digital communications through the design, development, and maintenance of websites and web content; social media strategy; use of multimedia technologies; digital outreach and campaign planning; and coordination with stakeholders. Ensures that digital communications reflect OLS's overall mission and priorities.
  • Engages, facilitates, and leads discussions that are sensitive in nature, such as LER, NTEU, leadership communications, etc. The incumbent has a confidential working relationship with the manager, who is significantly involved in labor-management relations. The position also acts as a liaison with NTEU and guides management through changes directed by NTEU. The incumbent regularly witnesses and/or participates in management's deliberations and/or learns of management's decisions relating to labor-management relations before the union is aware.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: Specialized Experience GS-14: To be minimally qualified for this position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service: Must have experience developing, implementing and managing an enterprise-wide digital technology program that includes managing web development and design, editorial, information architecture, data transparency, social media and digital technologies in order to present Agency information to the public. Experience with digital engagement processes to plan, design, develop, deploy, and manage a variety of digital communications platforms; and experience with digital media management, including the latest technical developments to evaluate the effectiveness of digital platforms for engagement goals and best practices in management of content, to disseminate timely information to a variety of audiences. Experience using analytical and evaluative methods to plan and coordinate activities, present recommendations, provide advice and guidance, present briefings, write reports, draft policies, and procedures, and lead/participate in meetings. Experience in web metrics analysis, report crafting, and leveraging digital media analytics tools such as Google Analytics, in order to recommend changes to digital media platforms that will more effectively inform and engage target audiences. Experience with user design and user experience (UX) fundamentals; user research, persona development, website assessment, user interviews, focus groups, wireframe design, and developer requirements gathering to improve communications inside and outside the Department and meet mission objectives. Experience with security requirements and Freedom of Information and Privacy Acts associated with publication of information on public websites.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
