As a Supervisory Management and Program Analyst, you will:

  • Initiate, plan, implement, and review all tasks associated with operating a government-wide initiative to promote data transparency and establish data standards to provide open, available, and reliable data sources for consumption by governmental and non-governmental users.
  • Prepare periodic reports and conducts briefings for senior OMB, Treasury, and other officials.
  • Advise management, as well as customers and stakeholders on government wide data standards and reporting best practices for agency compliance with the Foundations for Evidence-Based Policymaking Act of 2018, OMB guidance related to federal data strategies, or the Digital Accountability and Transparency Act (DATA Act) and any new and amended requirements in relation to federal data.
  • Drive change across the enterprise by creating a comprehensive data policy framework, facilitating mature data analytics efforts across the enterprise, and making operational data highly accessible and consumable.
  • Establish a fully functioning, empowered, and collaborative data governance process that includes all stages of the lifecycle of data, including the cataloging and prioritization of Bureau data.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Leading data management and/or advanced analytics projects from start to completion and demonstrating cost/time savings, increased accuracy of results, etc.; AND
- Advising senior leadership and diverse stakeholders on technology relevant to modern data products, tools, and methods (e.g., AWS, Databricks, APIs, business intelligence solutions, cloud computing platforms, etc.); AND
- Leading communications and messaging campaigns (to internal and external audiences) from start to completion.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
