As a Telecommunications Manager, GS-0391-12, you will perform duties as a supervisor and TACP Officer performing Air Liaison Officer (ALO) or Fighter Duty Officer (FDO) duties, on diverse and complex operations, including the integration and coordination of Air and Space power across the spectrum of command, from the ground maneuver unit to the theater level. Operations require in-depth analysis of plans and programs to determine and develop courses of action for assigned personnel.
Military Grades: Enlisted and Officer
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable career level.
To qualify for appointment to the ANG, GS-0391-12, Telecommunications Manager position located at an Air National Guard Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP), an ANG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy the position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in diverse and complex operations, including the integration and coordination of Air and Space power across the spectrum of command, from the ground maneuver unit to the theater level. The applicant must have specialized experiences in air support operations and tactical air control plans and programs that impacted courses of action for assigned personnel. The applicant requires competencies as a certified Range Control Officer/Range Safety Officer. Experiences included developing goals and objectives that integrated unit and overall unit program objectives. Skilled in performing research, interpretations, analyzations, and capable of applying applicable Joint Publications and Tactics Techniques and Procedures (TTP) in order to establish guidelines, policies and objectives. Skilled in planning, organizing, directing, and mentoring assigned personnel. Skilled in providing legal and regulatory requirements while meeting or exceeding the customers' needs. Skilled in developing goals and objectives that integrate the overall Airborne Mission Systems telecommunication and unit programs. Experienced in establishing policies and procedures for accomplishment of the unit's Airborne Missions System programs and functions. Experiences included prioritizing tasks and implementing priority changes in the work requirements and skills needed by subordinates to effectively balance workloads. Experienced in conducting operations, task functions, and managing manpower funds and resources. Skilled in identifying requirements and initiating requests for additional resources, along with equipment, supplies, and space to ensure unit personnel are successful in meeting goals and objectives. Must have career broadening training and experiences in leading, planning and scheduling work; and, is competent in maintaining a smooth flow and even distribution of work that ensured the full utilization of personnel. An applicant must have leadership experiences that included guiding employees through telecommunication program tasks. Skilled in counseling and providing positive reinforcement of safety and professional conduct. Experienced in conducting employee performance evaluations; mentoring employees or colleagues; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mission programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working with the equal employment and affirmative action guidelines.
Education Requirement for Officers: An undergraduate degree from an accredited college/university is mandatory for all ANG officer positions.
Education Requirement for Enlisted: Must have a high school diploma. An undergraduate degree from an accredited college or university or from an equivalent professional military education school supports a well-qualified result.

**Recruitment, Retention, and Relocation Incentive may be authorized up to 25% of base pay for a max of 4 years pending TAG approval.
**Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).
