Summary

This Program Analyst position is located in the Directorate for Technology, Innovation, and Partnerships (TIP), in the Division of Innovation and Technology Ecosystems (ITE). The Program Analyst is responsible for utilizing and applying analytical techniques to capture, assemble and disseminate data, prepare evaluations, coordinate activities, and provide advice to management.

NSF investments have given the world Doppler radar, bar codes, the modern internet, web browsers, magnetic resonance imaging, laser eye surgery, DNA analysis and synthetic biology.

But imagine what would be possible if we could speed the development and deployment of the next generation of these technological marvels with an eye toward addressing the foremost challenges that society and the economy face today.

Enter "TIP," Technology, Innovation and Partnerships - a new NSF directorate that creates breakthrough technologies; meets societal and economic needs; leads to new, high-wage jobs; and empowers all Americans to participate in the U.S. research and innovation enterprise. TIP is a unique opportunity that engages the nation's diverse talent in strengthening and scaling the use-inspired and translational research that will drive tomorrow's technologies and solutions.

Duties include utilizing and applying analytical techniques to capture, assemble and disseminate data, prepare evaluations, coordinate activities, and provide advice to management in the following areas:

Project Management:

  • Plan, develop, implement and track project plans, guidelines, budgets, procedures and timetables.
  • Perform management studies to evaluate and measure the progress and success of projects and recommend changes in policy and management activities.
  • Collect pertinent statistical data and narrative information from a variety of sources and apply analytical techniques to data management systems to identify patterns and trends and develop tracking and reporting systems to monitor activities.

Financial Resources Management:

  • Administer budget operations and analyze and prepare reports of expenditures and projections.
  • Reconcile accounts and resolve discrepancies.
  • Ensure financial regulations are adhered to.
  • Prepare requisitions in iTRAK, create and admin review cooperative agreements in eJacket.

Business Process Management:

  • Restructure work processes, standardize procedures, and manage changes across an organization.
  • Evaluate effectiveness of administrative procedures and their contribution to organizational goals and objectives and make recommendations as necessary.
  • Run routine reports and analyze data as required.

Administrative Support:

  • Receive and screen calls and visitors, refer visitors to appropriate staff, and develop, route and track correspondence.
  • Ensure correspondence conforms to use of correct format, routing, procedures and grammar.
  • Prepare complex but non-technical answers to queries and actions.
  • Calendar management for both AD and DAD.

Additional Requirements:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-5 in the Federal service performing analytical support functions. Examples of specialized experience may include: gathering, extracting, reviewing, and consolidating data in the formulation of reports; assisting senior analysts in the preparation of program reports; performing research of laws and regulations; and participating as a team member to complete special projects. OR

2. Possess 1 full year of graduate level education; OR
3. Possess a baccalaureate degree and meet 1 of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript or based on courses completed during your final 2 years; OR
4. Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-7 level in the Federal service performing analytical functions. Examples of specialized experience include: conducting analysis of financial matters; using various data management systems to identify patterns/trends, and to track/monitor analytical activities; & assisting in the performance of management studies to evaluate programs and offer recommendations. OR

2. A master's or equivalent graduate degree. OR
3. Two full years of progressively higher level graduate education leading to such a degree. OR
4. A combination of post high school education and experience that together meet the qualification requirements for this position.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may be substituted for experience as described in "Qualifications."

If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
