Help

The Supervisory Biomedical Engineer will perform the following duties with minimal supervision of the Chief of HTM:

- Supervises subordinate Biomedical Engineers and the Supervisory Electronics Technician and associated Electronics Section. The HTM Department, currently authorized at 23 staff consists of an Electronics Section with 4 technicians and a supervisor, a Biomed Section with 11 technicians and 2 supervisors, and an Engineering Section with 2 staff biomedical engineers and a supervisor, an Administrative Officer, and the Chief of HTM.
- The supervisory biomedical engineer is responsible for assisting in managing overall department resources, I.e., finance, space, equipment, supplies, and staffing at this highly complex, university-affiliated medical center.
- Performs or assists in all Biomedical Engineering, BESS, and ET recruitment, orientation, duty assignments, workload balancing, performance management, and "people management" issues of all types in coordination with section supervisors.
- The Supervisory Biomedical Engineer will have ongoing responsibility to support VISN biomedical engineering initiatives and may be assigned additional responsibilities by the Healthcare Technology Management (HTM) Program Office.
- The range of supervisory responsibility includes development of performance standards and performance evaluations; recommendations for appointment; awards; advancements; and when appropriate, disciplinary actions and identification of continuing training needs, etc.
- The Supervisory Biomedical Engineer is responsible for assisting in the financial management of budget resources allocated to support quality assurance and maintenance/management activities necessary to assure the facility medical equipment inventory is available for patient care activities.
- The Supervisory Biomedical Engineer (clinical) is responsible for compliance and reporting of medical device, cyber security, and isolation for facilities under their management oversight.
- Provides leadership and ensures that the quality of technical work can withstand regulatory, accreditation, and legal scrutiny.
- Manages the medical equipment management program.
- Ensures that medical equipment in the HSTVA is safe for patients and staff, reliable in its results, and experiences minimal downtime.
- Ensures that requirements of The Joint Commission (TJC), LTCI, NFPA, FDA, VA/VHA, and many other regulatory bodies and institutions are met.
- Interfaces with a number of services on solving problems related to both current and past contracts.
- Participates in the Medical Center Equipment Committee. Provides accurate, balanced advice to management regarding decisions to be made for new acquisitions.
- Plans for equipment acquisition and replacement, advising management on phasing and overall need. Develops and annually updates a 5-year plan for equipment acquisition. This requires anticipating the implementation of new technologies in diagnostic, therapeutic, analytic and imaging systems, as well as the projected reliability status of major medical systems currently installed
- Ensures that HIPAA and network security issues are managed effectively for medical systems. This includes pre-purchase planning in coordination with the OIT department, and a commitment of resources for installation of these networked medical systems. Documentation of these systems, including system backup, disaster recovery and security is critical to management of these networked systems.
- The incumbent must be able to learn new technology, identify trends, and have the ability to communicate this information in an advisory capacity to administrative, clinical, and technical staff. Must be able to utilize this information to solve biomedical engineering problems.
- The incumbent must have knowledge of organizational concepts and an understanding of operational needs.
- The incumbent must have the ability to draft and/or recommend local policies and/or directives related to Healthcare Technology Management.
- The incumbent takes a leadership role in acquiring and distributing up-to-date knowledge on technology-related issues relevant to the organization's patient safety process.
- The incumbent develops a benchmarking program to identify best practices and improve performance.
- The incumbent provides guidance on medical technology integration in all construction and renovation projects.
- Participates in VA Central Office national committees related to healthcare technology and to Biomedical Engineering field operations.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. Certified Clinical Engineer (CCE).
  • English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English language.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Experience:
  • Completion of at least one year of experience equivalent to the next lower level (GS-12), and must fully meet the KSAs at that level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience/education listed above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
  • Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
  • Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
  • Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
  • Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: Technical, academic and mental demands are high. the work performed is of a precise nature requiring prolonged concentration and must be able to lift and hold 40 (forty) pounds unassisted for; mounting, positioning or removing equipment. The incumbent works under conditions of extreme stress caused by the nature of involved work. Incumbent must be able to interact effectively with all levels of medical center staff and must remain calm and analytical even under stress. The incumbent must be willing to attend technical training classes as it pertains to his/her duties.

Environmental Requirements: Outside and inside, heat, humidity, noise, dust, solvents (degreasing agents); Electric energy, slippery or uneven walking surfaces, working around machinery with moving parts or vehicles, working closely with others and working alone.
