The Hirshhorn Museum and Sculpture Garden (HMSG) is dedicated to the collection, preservation, research, exhibition and educational dissemination of international modern and contemporary art that reflects the breadth and depth of the American and human experience. 

The Deputy Director works in concert with the Director, and senior management of the HMSG, to carry out the Museum's mission and is directly responsible for management of the HMSG’s financial management and administration.

Duties

Help

1. Works closely with the Director in the overall planning, direction, and management of the Museum's programs and operations. In concert with the Director and Chief Curator, sets priorities, plans, and implements programs, develops and manages resources, supervises staff, and oversees the administration of the Museum. Serves as principal advisor to the Director on long and short-range program planning and allocation of Museum resources. Takes lead in the development of resource plans and policies regarding budget formulation and personnel allocation.

2. Oversees the following departments: Exhibitions Planning, maintaining exhibitions schedules and budgets, and coordinating touring exhibitions; Collections Management, supervising the maintenance of Collection including registration, conservation, and digitization; Public Engagement, overseeing development and coordination of public outreach programs and visitor/volunteer services; and Exhibitions Design and Special Projects, coordinating the fabrication and installation of exhibitions and managing of capital improvement efforts.

3. Supervises assigned staff in the areas of financial management and administration, personnel and revenue generation, physical plant and safety, security, custodial, and visitor operations, performing the full range of supervisory responsibilities. Supports diversity in hiring practices, training and development and daily supervision. In areas of service provision by or overlap with Smithsonian central offices such as Smithsonian Enterprises for the shop and Smithsonian Facilities for physical plant, security, custodial, and safety, coordinates needs, operational assessments and appropriate matters with relevant offices and liaisons.

4. Oversees and manages all financial management activities relating to the programs and operations of the Museum. Directs, manages, and provides policy guidance and oversight of financial management personnel, activities, and operations. Serves as principal advisor to the Director and other management officials of the Museum on all financial matters relating to the operations of the Museum.

5. Together with the Director, Coordinates the activities of the Board of Trustees, working closely with the Board, and various other committees to develop a strategic plan, broad operating objectives and policies.

6. Responsible for the oversight of all revenue-producing activities of the Museum, including product development, museum shops, concessions (restaurants), facilities and space rental for outside-sponsored activities, etc. Serves as principal advisor to the Director in matters related to museum business activities.

7. Working in concert with the Director, coordinates planning, logistics and relevant programmatic support with the Chief Curator or senior staff in areas of exhibitions, collections management, acquisition and conservation, web content and publications and education and public programs, to support and implement new program initiatives of the Museum. Works with Director, Chief Curator and other senior staff to develop budgets and plans for exhibitions, publications and programs, for acquisitions, collection management and conservation consistent with HMSG mission, goals and projected resources.

8. Ensures compliance with all Smithsonian policies and directors and ensures coordination with central Smithsonian offices with regard to congressional relations, Regents matters, personnel, contracting, accounting, management and budget, facilities services, sponsored projects, and others. Works with Director to alert the Office of the Under Secretary for Museums and Culture of any issues, anomalies or concerns that may affect the proper functioning and reputation of the HMSG and/or the Smithsonian.

9. Oversees and coordinates the activities of the Administrative Office responsible for budget formulation and execution, financial management, human resources management, and procurement. Works with the Director in the formulation and presentation of the Museum’s annual operating budgets. Sets or recommends priorities for annual budget call. Develops justifications and supporting documents for budget submission, and recommends strategy for budget presentation. Assures that adequate controls are exercised so that expenditures remain within the approved budget.

10. Develops and issues operating plans, procedures and instructions. Furnishes policy guidance and direction to subordinate supervisors and assures that they carry out their supervisory responsibilities effectively.

11. Serves as Acting Museum Director as designated.

Qualifications

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field.

SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated leadership skills in managing the financial and administrative functions of a museum or cultural organization. 

The applications that meet the basic qualifications will be evaluated further against the following criteria:

1. Demonstrated leadership and familiarity with museum management, including management of functions such as exhibitions, collections management, conservation, and public programs.  

2. Leadership experience at the managerial level that includes goal setting, planning and implementing programs, establishing metrics and reporting protocols, and fostering institutional morale.  

3. Skill in executive level budgeting and resource management, including managing relationships across large, multi-tiered organizations. 

4. Demonstrated experience developing and maintaining complex international partnerships, interfacing and partnering with individuals, artists, and other cultural organizations, both in the United States and around the world.

5. Demonstrated abilities in managing complex, multi-year Facilities Capital and construction projects to include architects, engineers, project managers, and design managers. Describe how you are able to build functional teams, establish consensus and support of internal and external stakeholders.

6. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.

SUPERVISORY CONTROLS
The position receives general supervision from the Director, HMSG, who provides broad guidance in terms of overall policy, program objectives, and delegated authority. Within this framework, the incumbent plans and carries out responsibilities with a high degree of independence. Major policy questions or controversial issues are discussed with the Director for decision or guidance. On a regular basis, the incumbent informs the Director of all significant program activities and potential problems. Performance is evaluated in terms of overall effectiveness in achieving program goals.

SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK. This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
