Duties

Help

As a Public Affairs Specialist, you will perform the following duties:

  • Establishes goals, strategies and tactics related to the agency's internal and external affairs program and ensures evaluation and analysis of communication activities.
  • Develops national public campaigns to advocate for and increase awareness of the NSF mission while engaging a broader audience.
  • Monitors opportunities for proactive outreach and builds relationships with stakeholders to promote awareness of the agency mission and increase engagement with a wider audience internally and externally.
  • Develops targeted strategies to reach specific audiences at the state/local level, intergovernmental, private/industry, universities/researchers and students/teachers to include highlighting NSF facilities, labs, centers, observatories, research vessels, Human Resources and other internal initiatives, etc.
  • Identifies, develops and refines key messages and fact-based narratives in support of NSF priorities.
  • Plans, develops and coordinates key NSF themes and messages to communicate with internal and external audiences.
  • Leads projects to include events, conferences, exhibits, press conferences, hill events and other opportunities to reach large internal and external audiences while showcasing NSF activities and research.
  • Continually evaluates existing communication strategies to ensure the widest dissemination of information within the NSF community, the general public, and with NSF stakeholders.

Qualifications

To qualify at GS-13 level, applicants must possess at least one year of specialized experience equivalent to the GS-12 level in federal service designing, planning, and managing communication and outreach activities for an organization. Examples of specialized experience includes: researching and writing articles, fact sheets, presentations and other materials for internal and external audiences; planning and implementing communication and outreach programs; establishing and maintaining relationships with public affairs stakeholders, including those from other government organizations, academia, the press and news media; and developing and implementing strategic communications plans for an organization.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Final ratings will be determined by category rating procedures to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
