Duties

Help

  • Performs professional historian duties including research, analysis, and presentation of findings of historical studies concerned with complex, broad, and varied subject matters that require capture and balanced consideration of highly technical content, including issues about which skilled subject matter experts (SMEs) may have differences of opinion.
  • Works closely and collaboratively with the Command Historian and with the Command's senior leadership to establish objectives and priorities for the DoD cyberspace history program, including a comprehensive program of investments at the USCYBERCOM and Service-level cyber component levels to assure coordinated effort across the program community to endorse and achieve these objectives, and to regularly assess progress in achieving those objectives.
  • As is required by the broad scope of many DoD cyberspace program historical analyses (i.e., requiring the solicitation, integration, and validation of inputs received from a diverse range of DoD cyber program elements and, in many cases, non-DoD cyber program partners), provides close and continuing project leadership throughout the project life cycle.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the work category are at the "Professional" work level is "Senior" and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

EDUCATION: Degree: History; or related field that included at least 18 semester hours in history.

COMBINATION OF EXPERIENCE AND EDUCATION: C
ourses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.

OR

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and skill in selecting from among, interpreting and applying national, Joint Chiefs of Staff (JCS) and Service-level policies, processes and procedures to cyberspace planning and operations management assignments. Knowledge of the cyberspace missions, roles and responsibilities of DoD elements, other U.S. Government agencies, and international partners. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Skill in performing historical analyses to support the planning and conduct of strategic and operational level cyberspace operations to defend critical DoD networks.
  2. Knowledge of and skill in selecting from among, interpreting and applying national, Joint Chiefs of Staff (JCS) and Service-level policies, processes and procedures to cyberspace planning and operations management assignments.
  3. Skill in applying quantitative and qualitative methods to the study and analyses of historical military planning issues to produce sound recommendations to support senior decision-making.
  4. Knowledge of the cyberspace missions, roles and responsibilities of DoD elements, other U.S. Government agencies, and international partners.
  5. Ability to lead cyberspace historical program activities requiring the coordination of activities performed by various elements of the DoD program community.
  6. Skill in preparing assessments and concisely written briefings, and in presenting and explaining highly complex material concerning cyberspace issues.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
