Help

The U.S. Global Change Research Program, overseen by the White House's Office of Science and Technology Policy, has initiated production of the first National Nature Assessment (NNA1). Existing reports and assessments will provide views of changes in nature and how these affect the nation. This program will access the status, observed trends, and future projections of American's lands, waters, wildlife, biodiversity and ecosystems and the benefits they provide, including connections to the economy, public health, equity, climate mitigations and adaptation, and national security.

As senior aide to the Director, the Chief of Staff performs a wide range of assignments intended to assist in the facilitation, implementation, planning, coordination, and execution of this program. Some of the duties of this position include:

  • Serve as principal collaborator and key advisor to the Director on creating, implementation, and issues of strategic importance to the National Nature Assessment development process.
  • Conduct research for the development of new policies or changes in polices as a recognized expert on scientific, legislative, policy, regulatory, program, and/or information-management components of the National Nature Assessment program.
  • Serve as troubleshooter and advisor to the Director on programmatic and technical issues. This includes advising on activities which may develop into problems of a controversial nature which could necessitate the issuance of a policy directive or other response by the Director.
  • Liaison with administrative and technical support units by identifying and articulating key issues for discussion and resolution; conducting or assisting in conducting meetings, conferences, and briefings; and follow through on any unfinished business.

Qualifications

This position is interdisciplinary and may be filled in either of the occupational job series listed. You must meet the educational requirements of at least one of these occupational series, in additional to the Minimum Requirement listed below in order to be found qualified and referred for consideration.

GS-0401--BASIC REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Biologist occupational series.

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

*OR*

B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

GS-1301--BASIC REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist occupational series:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.

MINIMUM REQUIREMENT

In addition to meeting on of the Basic Education Requirements stated above, applicants must meet the following to qualify for the GS-13 level:

Possess at least one year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include 1) planning, executing and reporting on original physical or biological science studies or ongoing scientific studies requiring a fresh approach to resolve new problems; 2) planning and coordinating scientific projects of considerable depth and/or breadth; 3) analyzing and interpreting scientific project data with novel and obscure problems; 4) developing new or significantly modified scientific techniques, methods, or criteria; 4) providing advisory, planning, or reviewing services as a technical specialist on a natural resource or ecosystem issue.

The complexity of this work typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. At this level, physical scientists have wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
