Summary

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP). As an Environmental Impact Analyst, you will be responsible for appraising the environmental, health, safety and social aspects of potential DFC-supported investments to identify risks and opportunities to add value to investment project structures; ensuring compliance with applicable standards; and monitoring previously approved projects for environmental compliance.

Duties

Help

  • Collects and analyzes relevant data concerning the potential impact of proposed projects on the environment, workers, and neighboring communities. Identifies gaps between existing policies, procedures, and national legal and regulatory frameworks against international legal and regulatory frameworks, standards, and best practices.
  • Evaluates clients' Environmental and Social Management Systems, including policies, organizational capacity and competency, environmental monitoring, and reviews procedures to ensure management systems are commensurate with the environmental and social impacts of proposed projects. Prepares reports on findings of environmental and social impact assessments.
  • Provides guidance to prospective clients regarding the appropriate content, procedures and format for conducting and presenting Environmental and Social Impact Assessments and Audits, Environmental and Social Management Plans, Annual Environmental Reports, Occupational Health and Safety Plans, and other Environmental and Social Plans.
  • Monitors the actual environmental, health and safety impacts of previously approved projects through the analysis of investor and third-party reports and site visits.
  • Recommends remediation measures to address non-compliances with environmental and social requirements.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) Evaluate and assess environmental impacts of proposed infrastructure, manufacturing, agriculture, health, and/or housing projects against the International Finance Corporation (IFC) standards; 2) propose appropriate environmental impact mitigation strategies; and 3) engage, communicate, and partner with representatives from the private sector, international organizations, non-governmental organizations, and foreign governments.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.

This position is eligible to be 100% remote. Applicants are encouraged to select "location negotiable" as their preferred duty station, if they are interested in a remote opportunity. The option to work out of the DFC's office in downtown Washington, DC is available to candidates who are interested. If applicants select Washington, DC as their preferred duty station, the selectee will be expected to report to the office and follow the agency's telework policy.
