This position is located under the Office of Enforcement Programs and Services (EPS), Firearms and Explosives Services Division, Federal Firearms Licensing Center in Martinsburg, West Virginia.

This position is organizationally located in the Enforcement Programs and Services Directorate, Firearms and Explosives Services Division, Federal Firearms Licensing Center (FFLC). The Federal Firearms Licensing Center is responsible for the nation wide processing of applications for firearms licenses within the purview of the Gun Control Act of 1968, as amended; and Federal, state and local laws applicable.

Major duties for this position are:

  • Obtains information, documentation, and factual data through a variety of means, noting possible criminal activity or regulatory deviations as they impact on licensing to advise field offices and other ATF components.
  • Assists the Chief with ensuring that FFLC programs, policies; regulatory agenda and operations are in-line with the Bureau's mission and are effective; responsive to the industry served and keeps abreast of technical advances.
  • Directly assists ATF Field personnel in understanding firearms laws and regulations as they relate to licensure.
  • Coordinates with firearms industry analysts and field division SOIs to share information relative to the firearms industries and any input on licensing from industry members.
  • Works with Section Supervisors to modify existing internal procedures for the effective examination of applications and related supporting documents for licenses and permits to engage in the manufacture, sale, collection, and use of regulated firearms from, individuals or businesses.
Shift work may be required.

Qualifications

To qualify for 13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Specialized Experience is:

  • Conducting special projects and/or research related to licensing activities; and
  • Maintaining industry files related to licensing issues; and
  • Preparing and initiating policy letters and/or, updating Standard Operating Procedures (SOPs); and
  • Reviewing inspection reports to ensure all licensing requirements are met.
