Duties

This position is located under the Office of Enforcement Programs and Services, National Firearms Act Division in Martinsburg, WV.

The primary purpose of this position is to develop and deliver programmatic policy guidance and technical support relative to firearms and explosives to all components of the Bureau at both the Headquarters and field operational levels.

As a Program Analyst your typical work assignments may include:

GS-07

  • Receives training to study, analyze, and summarize reports related to Division/Branch programs.
  • Performs basic spreadsheet functions to manipulate, collect, analyze, and present data.
  • Uses basic oral communication skills to conduct analytical studies and present findings to management.
  • Uses basic written communication skills to document analytical studies and present findings to management.
GS-09
  • Conducts studies and analyses and reports of a factual nature relating to Division/Branch programs; analyzes results of findings, identifies specific problems and make recommendations.
  • Utilizes computer software for the manipulation of data, including its collection, analysis, and presentation.
  • Collects, compiles, and reconciles large collection of data from a variety of sources.
  • Conducts analytical studies and convey findings to management orally, and in writing.
GS-11
  • Conducts analytical studies and convey findings to management orally, and in writing.
  • Utilizes computer software for the manipulation of data, including its collection, analysis, and presentation.
  • Conducts complex studies to extract information, identify operational needs and specific problems, make recommendations and develop solutions to problems identified.
  • Collects, compiles, and reconciles large collection of data from a variety of sources.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

This is a non-bargaining unit position.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

To qualify for GS-07 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-05. Examples of specialized experience include:

GS-07

  • Compiling and analyzing data; AND
  • Communicating orally and in writing to management.
OR
Completion of 1 full year of graduate level education or superior academic achievement.

OR
A combination of graduate education and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

To qualify for GS-09 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-07. Examples of specialized experience include:

GS-09
  • Researching, extracting and compiling pertinent information to prepare in-depth reports; AND
  • Participating in complex studies and analyses of program operations; AND
  • Communicating orally and in writing to effectively conduct analytical studies and convey findings to management orally.
OR
Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

To qualify for GS-11 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-09. Examples of specialized experience include:

GS-11
  • Utilizing computer systems to track projects, generate statistical reports, and spreadsheets; AND
  • Providing recommendations to improve the effectiveness and efficiency of program operations; AND
  • Presenting detailed observations, findings, and recommendations orally or in writing, to higher-level management.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
