Summary

This Program Analyst position is located, Enrollment Services and Vetting Programs (ESVP)Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes and evaluates systems, processes and procedures for assigned program area(s) to develop and propose recommendations to improve effectiveness and efficiency of operations. Guidelines and standard operating procedures (SOPs) exist for programs, or major components of programs, but often require updates to meet new requirements or changes in approach. Collaborates with the supervisor to develop new guidance where none exists.
Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs. Collaborates with supervisor to develop organizational and/or program-level goals, objectives and technical requirements.
Identifies and develops methods for tracking, compiling and analyzing statistical and narrative data from a variety of sources. Interprets data, plans work and refines methods and techniques used, measures program progress and success, via various statistical methods, against established metrics. Data and analyses are used for a variety for purposes to support decision making; work products include forms, memos, reports, charts, requirements, graphs and narrative information from a wide variety of data sources.
Applies a variety of quantitative and qualitative analytical and evaluative methods to assess program operational efficiency, effectiveness and viability. Analyzes are used to identify program areas or elements not producing desired or optimal results; the incumbent develops recommendations, based on data, for improvements. The supervisor sets overall work objectives and provides limited direction; the incumbent makes decisions on the design of plans and evaluates circumstances and data available. Progress and status updates are provided to the supervisor and management on a regular basis; work is reviewed at completion for feasibility and effectiveness in meeting project objectives and organizational goals.
Reviews laws, regulations, and polices to assess, evaluate, and advise on adopting and revising operations for assigned program(s) and/or projects. Collaborates with supervisor to analyze and interpret policy guidance and assists managers and employees in applying guidance to program operations, including new approaches and flexibilities consistent with underlying statutory or higher authority directives.
- Knowledge of Federal laws, regulations, policies, and precedents sufficient to be an authority on assigned program area(s), and related activities and projects.
- Advanced knowledge of TSA's mission, substantive programs and activities, and the interrelationships among programs.
- Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with advanced knowledge of administrative practices and procedures, to assess program development, execution and overall management, and make recommendations to improve operational effectiveness and efficiency.
- Knowledge of and skill in applying advanced analytical and evaluative methods, techniques, and procedures to design and conduct products such policy memoranda and presentations to identify, analyze, and recommend solutions to problems and/or for improvement in program efficiency and effectiveness; ability to extract, compile and analyze complex data from multiple sources to prepare comprehensive data analyses and related reports.
- Skill in using standard and specialized information management system(s), databases, and computer applications to support data collection, analysis, and reporting.
- Skill in oral communications to deliver clear and convincing presentations to individuals or groups and facilitate an open exchange of ideas and communication.

Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
- Perform case management functions within the Hazardous Materials Endorsement (HME), Transportation Worker Identification Credential (TWIC®), Precheck Application Program (TSA Precheck®), or Aviation Programs ; and)
- Utilize multiple databases simultaneously (including the Technology Infrastructure Modernization, Screening Gateway and Universal Enrollment Services Admin systems), ticket management tools, and case management systems to perform extensive research in order to verify status of applicant's security threat assessment ; and)
- Experience providing customer and case management support and proposing solutions to resolve problems. OR
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. OR
LL.M., if related
