Duties

Help
  • Serves as an expert and mentor in the areas of requirement development, design, data collection, data reduction, data analysis and reporting for operational tests or experiments using scientific methods.
  • Analyzes major phases of varied equipment and systems using mathematical models, matrices, instrumentation, modeling, and/or simulation. Translates customer needs to projects and programs and fulfills customers' needs.
  • Develops and analyzes modeling and simulation technology for systems and equipment under test or experimentation. Identifies and optimizes resources to accomplish project and program goals.
  • As project leader, communicates both orally and in writing with contacts throughout the organization and within the acquisition community to arrive at a suitable refinement of the problem and to clarify issues.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • This position is subject to a Temporary Duty or business travel requirement of 40% or less of the time.
  • A one-year trial/probationary period may be required.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement for Operations Research - 1515 series:

A. Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic educational requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Assisting in developing operational test plans or evaluations; 2) Assisting with the collection, reduction, or analysis of data for test support processes; 3) Assisting in evaluating test methodologies; and 4) Writing test documentation of test findings and results.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for experience is permitted.

  • The NH-03 band is equal to the GS-12 step 01 through GS-13 step 10. This position is subject to the NH-03 Senior Professional equivalent control point of the ATEC Control Point Policy at $128,043 per year (Includes locality pay).
