This National Guard position is for a GS-0301-09 YELLOW RIBBON PROGRAM SPECIALIST (TITLE 32), Position Description Number D2020000 in SPMD 1325 and is part of the MO Family and Warrior Support Division.

Duties

Help
  • Assists with the planning, development, coordination, implementation, and daily administration of a Yellow Ribbon Reintegration Program (YRRP).
  • Contracts conference facilities, lodging, meals, and professional onsite child care.
  • Coordinates with staff and other Federal, state, and local organizations for support with speakers, instructors, and support services.
  • Creating and distributing the agenda, informational brochures, and other promotional materials concerning individual YRRP events scheduled.
  • Serves as an advisor on the YRRP Program and family program issues relevant to the service members and their families during the deployment cycle, with the intent of maximizing readiness of the service members and their families.
  • Conducts briefings, seminars, and workshops about the various services, benefits, and referral organizations available to service members and their families.
  • Assists in planning, maintaining, and updating an ongoing system of information and referrals for use by the military community.
  • Prepares, coordinates, and disseminates information to staff and units to provide the service members and families with educational materials to increase awareness of the benefits and entitlements available.
  • Conducts briefings and training for staff and units to provide necessary information, stimulate interest and support for Yellow Ribbon Program.
  • Conducts needs assessments to identify other programming needs of family members.
  • Provides necessary assistance to units and/or individuals to ensure accomplishment of Deployment Cycle Support tasks during appropriate phases of the deployment cycles.
  • Coordinates reception activities, briefings, training, and spouse/family education.
  • Communicates with the service members and their families to ensure they have access to available events, dates, locations, times, and agenda.
  • Assists with ensuring accuracy and timeliness standards for the reporting requirements are met, for inclusion in the nationwide Yellow Ribbon Reintegration Program Report.
  • Maintains up-to-date Yellow Ribbon Program benefits, support services, and readiness library consisting of directives, policies, regulations, SOPs, and program material.
  • Serves as representative at conferences and meetings on family programs and Yellow Ribbon Program matters.
  • Performs other duties as assigned.

  • Under a temporary appointment, employment is subject to termination at any time.
  • This position can be filled up to four years as long as funds are available to support it.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
  • Must be able to comply with the COVID-19 vaccine requirements for service branch.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.

Maximum Military Grade - SFC (E-7)

Minimum Military Grade - SGT (E-5)

Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).

GENERAL EXPERIENCE: Must possess experience, education, and/or training which provided you with a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems.

GS-09 SPECIALIZED EXPERIENCE:Must possess 24 months of specialized experience which demonstrates your ability to develop, implement, coordinate, manage, and direct a Yellow Ribbon Program; collect, evaluate, disseminate information, and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures; and establish and maintain effective working relationships using tact and diplomacy, interacting with individuals, families and other governmental agencies and not for profit organizations. The specialized experience must also demonstrate your ability to evaluate and recommend policy; organize and carry out specific programs; evaluate and recommend changes in methods of operation; and prepare written communications, oral presentations, and conduct seminars.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
