  • Analyzes, evaluates, advises on and/or coordinates VHA health care delivery systems and operations relating to program management responsibilities of the office.
  • Scope of responsibility associated with all VHA Dental programs professional and administrative operations.
  • Manages the professional, administrative, and operational functions required of the Program Office, in addition to programmatic responsibilities.
  • Responsibilities extend to all areas of health care management, including human capital management, human resources (HR) functions, financial management, quality management, strategic planning, clinical and administrative project management, capital asset planning, environment of care, procurement/logistics planning and field operations.
  • Knowledge to provide expert advice and counsel on a variety of policies and/or procedures such as restructuring of administrative programs; and resolves programmatic and problematic issues of a highly complex nature such as national personnel issues and congressional concerns.
  • Leads, coordinates, plans, organizes, and carries through to completion program plans, program/policy analysis, data collection, legislative interpretation, and analytical studies involving Federal and VA programs and policies such as, but not limited to, Department of Defense (DoD)/VA partnerships.
  • Many assignments are of such breadth and intensity that they often require data collection from other VA and/or Government organizations such as VISN/Facility data, Government Accountability Office (GAO), the Food and Drug Administration, and Office of Inspector General (OIG) subject-matter experts.
  • Through system redesign methods the position must frequently devise new ways to measure/assess program accomplishments and outcomes having national impact. Internal administrative policies, guidelines and procedures are developed.
  • Performs special assignments involving contacts with public officials or professional organizations interested in VHA policies, plans or operations; participates in agency-wide studies that involve organizational planning and staffing; and makes recommendations on changes in and deviations from approved organizational patterns.
  • Acts as first point of contact and in some instance's final approval authority on issues with contracting and logistics as pertains to the Office of Dentistry.
  • Responsibility to direct VA Dentistry's multiple national Integrated Project Teams in the coordination, development, and implementation of guidelines to facilitate the standardization and procurement of high-quality Dental products across the 236 clinics which enhances the quality of care for VA Dentistry.
  • Provides quality control on inter-departmental processes and communication documents and dissemination of program office and dentistry-wide policies.
  • Prepares and/or reviews special reports, white papers, issue briefs, and decision papers on behalf of the Office of Dentistry for VHA and VA leadership.
  • Serves as final technical reviewer and in some instance's final approval authority on formal responses to OIG/GAO reports.
  • Prepares justifications for VHA approval of site visits, serves as administrative member, responsible for all site visit logistics, report preparation, and follow-up on action plans to ensure facility accountability.
  • Serves as the Office of Dentistry's personal and confidential representative and will frequently attend meetings on her behalf and delegated authority and has expert knowledge in healthcare to sign documents and commit resources to program initiatives that are considered under the scope and purview of Office of Dentistry.
  • Primary liaison, the position serves as the conduit for information flow and manager of assignments between VA or VHA staff offices and the directorates internal to the Office of Dentistry. The position is responsible for managing the Office of Dentistry budget of approximately $19M per fiscal year and includes preparation of budget summaries, projections, and funding requests.
  • Monitors quarterly budget reports, prepares variance justifications and prepares initial budget documents for initiatives, projects and dental laboratory operations, leading the strategic planning processes and activities of the Office of Dentistry.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify you must meet the basic education, Selective Placement Factor, and Specialized Experience requirements. Transcripts are required to be submitted with the application and unofficial transcripts are acceptable.

Basic Education Requirement
You must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Selective Placement Factor
You must have previous clinical dentistry experience.

AND

Specialized Experience
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience must include seven of the nine following examples:

  • Ability to direct administrative components and aspects of a scientific, medical, statutory, regulatory and policy issues.
  • Ability to prioritize multiple tasks based on deadlines, importance, and scope of assignments.
  • Ability to manage the Office of Dentistry budget of approximately $19M per fiscal year; to include preparation of budget summaries, projections, and funding requests, monitor quarterly budget reports, prepares variance justifications and prepares initial budget documents for initiatives, projects and dental laboratory operations, leading the strategic planning processes and activities of the Office of Dentistry.
  • Expert knowledge of data collection, in-depth analysis, interpretation to report research results in a concise manner to a wide variety of audiences.
  • Self-directed, detail oriented, excellent at meeting deadlines with well-developed time management skills.
  • Excellent organizational and project management skills.
  • Mastery oral and written communication skills with proficiency to convey complex information of health professions education initiatives, to provide, discuss, and advise management, stakeholders outside of VA, Congressional staff, and the public on VHA issues and gain their support.
  • Excellent knowledge and skill with Microsoft Word, Microsoft Excel, Microsoft PowerPoint and other computer-based applications.
  • Comprehensive professional knowledge of clinical terminology, programs and technical jargon required for facilitation of the operation within the Office of Dentistry.

Physical Requirements:
The work is primarily sedentary. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Occasional travel including site visits is required (less than 10%). Flexibility is required to accommodate events and activities occurring during other than normal business hours.
