Help
  • Reviews and analyzes decisions and records of the PRRB, the Medicare Geographic Classification Review Board (MGCRB), Hearing Officers, and other reviewing entities within legally mandated time frames.
  • Prepares analyses which integrate all procedural and evidentiary documentation to show the nature of the cases; the bases for jurisdiction; the bases for the parties positions; the applicable law, regulations, policies and other governing criteria.
  • Develops complex written legal opinions of the Administrator incorporating case findings and conclusions within legally mandated time frames.

In order to qualify for the GS-13 you must meet all of the following:

  1. Possess a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited school. (Transcript required at the time of application)
  2. Possess a current active bar membership. Admission to the bar of any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court is acceptable. (Proof of bar membership is request at time of application)
  3. 2 years of professional legal experience post bar admission which included one year of experience equivalent to the GS-12 level either in the public or private sector, to include: (1) Analyzing legal issues to draft decisions or documents; (2) Interpreting legislation or materials to advise management on how to proceed; AND (3) Utilizing policies and legislation to review or edit documents for compliance..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree (minimum requirement of a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited school), and must currently be a member in good standing of the bar of a State or Territory of the United States, Commonwealth of Puerto Rico, District of Columbia, or Federal Court is acceptable. Employees must maintain active bar membership while employed as an attorney with HHS. Active bar membership is verified prior to appointment.
