Summary

As a Supervisory Project Management Specialist, you will be the primary point of contact responsible for overall project management of multiple projects including planning, design, budgeting, and construction of newbuildings, complexes, and/or leases and the renovation, repair, and alterations of existing ones.

Location of position:  Real Estate Acquisition Division, San Francisco or Phoenix, AZ.

Duties

Help

Duties include, but are not limited to:

  • Ensures the organization's strategic plan, mission, vision and values are understood by the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists team members in identifying the parameters of a viable solution. Reviews work upon completion to ensure quality and accuracy of work products.
  • Delegates work assignments and directs the team in identifying, distributing, and balancing workload based upon (1) an expert understanding of the task to be accomplished, and (2) the knowledge, skills, abilities and expertise of personnel assigned. Recommends adjustments in task assignment and leads the team in making the adjustments to accomplish the workload in accordance with established priorities and programmatic requirements. Monitors project reviews, readjusting funds, schedules, and work for completing projects, responsible for keeping projects on budget and on schedule. Resolves complex problems or conflicts impeding progress, ensuring that contractor and agency staff work effectively toward timely completion of projects. Must balance revenue, expenses, and customer satisfaction.
  • Prepares and/or reviews cost estimates, specifications, drawings for construction and alteration projects which may include, but are not limited to: Initial Space Alterations (ISA) for tenant agencies, new lease acquisitions, roof repairs, mechanical systems modifications, removal of asbestos and other hazardous materials, maintenance and repair of roads and parking lots, structural repairs, and replacement of major building components across all construction disciplines.
  • Assists the Contracting Officer in the preparation of statements of work, determinations, findings, and solicitation documents, conducts pre-bidding conferences with prospective bidders to inform them of contract provisions and relative responsibilities, serves as lead negotiator for assigned projects. Plans the negotiation strategy and coordinates strategy with assigned organization procurement personnel and conducts negotiations with contractors to develop the contract prices and terms. Participates in the process and in the negotiations for design supervision and post-construction contract award services. Coordinates the activities of the A/E or other appropriate professional service contractors during all phases of the project. Oversees detailed analyses of all elements of cost in contractor proposals and recommends competitive range determinations to the Contracting Officer.

The GS-13 salary range in San Francisco starts at $115,928.00 per year.

The GS-13 salary range in San Diego starts at $106,273.00 per year

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is defined as leading project teams and utilizing project management practices and tools to simultaneously manage multiple complex and high-risk construction and/or repair and alteration projects in a real estate environment.

This experience must include:

  • Managing multiple complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e. construction, design, IT, telecommunication, interior furnishings, etc.);
  • Interpreting multi-level customer needs and developing them into actionable requirements;
  • Developing, managing and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies;
  • Applying procurement knowledge and experience to support team members in achieving project goals;
  • Negotiating sound real estate solutions with customers and stakeholders;
  • Incorporating conflict management strategies to ensure continued engagement of team members and resolution of issues;
  • Leading teams to ensure project strategies comport with organizational goals and objectives.

  • Expert knowledge of Project Management, architecture, construction, and engineering concepts, principles, and practices concerning the preservation, restoration, rehabilitation, and new construction of various building projects from the preliminary planning stage through the design, construction, and commissioning stages to the point of occupancy.
  • Knowledge and skills sufficient to read and interpret plans and specifications, interpret consultation practices and procedures, inspect materials, workmanship, and installation of various systems as well as monitor and advise on safety and environmental practices.
  • Knowledge of computer programs used to support project management (i.e. basic functional experience with word-processing, e-mail, spreadsheets, scheduling software, etc.) with the ability to utilize the organization’s computer operating system.
  • Knowledge of contract administration necessary to oversee and interact with various contractors; including, but not limited to, construction contractor disciplines, A/E and other professional services firms, and lessors. Must be able to prepare clear, concise written specifications, guidelines, and descriptions for use in contracting for work. Must be able to prepare and interpret sketches, blueprints and CAD drawings common to the professional services, construction, and maintenance industries.
