About the Position: The New Orleans District provides for navigation, flood and hurricane risk reduction, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. The offices are located in modern energy efficient buildings in the uptown area of New Orleans overlooking the Mississippi River. There is a fitness center on the premises, and free employee parking. Audubon Park is within walking distance.

Duties

Help
  • Serves as a Senior Project Manager responsible for supervising assigned Project Managers (PMs) and Program Analysists (PAs), during the management of a variety of mission critical MVN Civil Works Projects.
  • Leads project delivery teams (PDTs) and consults with other professional personnel in the district and region to ensure successful project execution.
  • Reports and provides support to Branch Chief.
  • Responsible for execution of all phases of a project, from conceptual planning to construction completion, within all USACE business lines.
  • Responsible for ensuring successful execution of all aspects of project management such as: stakeholder engagement, strategic formulation; development of Project Management Plans (PMP); and management of integrated project schedules and budgets.
  • Supervises the conduct of Feasibility Reports, project justification documents, Project Information Reports (PIR), cost estimates, task orders, cooperation agreements, P2 Budgets, Resource Plans, and other data calls.
  • Responsible for the preparation of annual project budget request documentation, including Form 17s, PB2As, PB6s, 2101s, Current Year Program Spreadsheets, 3-year Program Load projections, and Congressional Member Fact Sheets.
  • Responsible for managing employee development.

AND

SPECIALIZED EXPERIENCE FOR THE GS-13: One year of specialized experience which includes 1) coordinating the planning, development, design, construction, and direction of major civil works projects; 2) reviewing and approving funding to accomplish project objectives; AND 3) leading the activities of interdisciplinary project delivery teams for effective project implementation with responsibility from preliminary plans, through design, acquisition, construction and final inspection and close-out of completed work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.

With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
