Duties

Help
  • Responsible for the execution of studies ranging from the simple to the complex.
  • Insuring the presentation of satisfactory and adequate reports to higher authority and to non-Federal interests.
  • Study and analyze Congressional authorizations and other legislation pertaining to development of investigations in order to determine scope of investigations required.
  • Develop plans of studies (POS) and project study plans (PSP).
  • Negotiate Feasibility Study Cost-Sharing Agreements (FCSA) with potential non-Federal sponsors.
  • Resolve varied and complicated technical and jurisdictional issues with Federal municipal and state officials and consulting engineers.
  • Perform evaluations for the planning, design, construction, operation, and/or maintenance of a wide variety of civil projects.
  • Prepare study status reports and fact sheets.
  • Develop study-related data and projections.
  • Oversee study execution to assure all required work is being accomplished within budget and applicable timelines.

GS-11:Specialized Experience: One year of specialized experience which includes assisting in planning, coordinating, and scheduling water resources studies with emphasis on flood damage reduction, navigation, and environmental/ecosystem restoration under the guidance and supervision of a senior planner or project manager; Contributing to report studies or specific report sections including summary, conclusion(s), and recommended solution(s) in draft format for senior planner or project manager review and approval; Participating in public involvement and stakeholder engagement and contributing to open communication between the agency and the public. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.(Note: You must attach a copy of your transcripts.)

GS-12:Specialized Experience: One year of specialized experience which includes experience in planning, coordinating, and scheduling water resources studies with emphasis on flood damage reduction, navigation, and environmental/ecosystem restoration; Preparing report studies or specific report sections including summary, conclusion(s), and recommended solution(s); Preparing work schedules and study information to ensure identified objectives are met; Coordinating public involvement and stakeholder engagement and contributing to open communication between the agency and the public.; Leading a team/individuals in the performance and preparation of water resource studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
