Duties

Help

Temporary promotion not to exceed one (1) year. The purpose of the temporary promotion is to backfill a Soldier on active duty. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.

This is a temporary promotion position that may convert to permanent without further competition.


NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

JOB SUMMARY: The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The incumbent in this position is responsible for the following Management Decision Packages (MDEP) or portions thereof: AMCE, AMTE, AMTV, NGP2, QLOG-C, and a portion of QLOG-F and the logistics portion of PRID, PRAT, and TRST.

The major duties include, but are not limited to:

  • Serves as the primary analyst regarding logistics resource management.
  • Executes budget.
  • Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary.
  • Provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures.
  • Presents effective analysis of financial management information regarding the expenditure of appropriated funds utilizing a network of multi-level federal operating systems.

  • As a basis of continued Title 32 Excepted Service employment to a GS-0560 position, the employee must complete all Financial Management Program education and training.
  • As a basis of continued Title 32 Excepted Service employment to a GS-0560 position, the employee must meet the DoD directed civilian financial management certifications for the Budget Analysis position within two years of initial hire/promotion date.
  • As a basis of continued Title 32 Excepted Service employment in the GS-0560 Budget Analysis position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

Qualifications

GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:

  • Finance budget experiences and competencies that provided knowledge of financial principles and procedures.
  • Experience demonstrating the understanding of the basic principles and concepts of the National Guard financial budget business program requirements.
  • Experience demonstrating the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Skill in collecting and analyzing data effectively, efficiently, and accurately.
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication.
  • Ability to write English in reports and presentation formats.
  • Ability to communicate clearly and effectively.
  • Skill in presenting formal training presentations and briefings.
  • Skill in applying procedures and directives by reading and interpreting program material.
  • Knowledge and skill in reviewing, editing and consolidating annual and multi-year budget estimates for assigned organizations and programs for the state.
  • Skill and knowledge in planning, programming, budgeting, and executing regulations (DOD, DA, NGB, State, local, other Federal), guidelines and processes.
  • Knowledge in the analysis and evaluation of continual changes in program plans and funding and their effect on program milestones.
  • Knowledge and understanding of governing budgetary policies, precedent sitting decisions, procedures and regulations issued by Department of the Army, the National Guard Bureau (NGB) and state goals, objectives, and priorities to insure mission accomplishment regarding required budget actions.
  • Knowledge and skill in identification, analysis and resolution of a range of budgetary problems and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives such as: the development of alternative methods of funding; formulation of budget changes due to legislative, DA, NGB, fiscal policy changes and for programs in which objectives, work processes, staffing needs (man days) and funding requirements have changed to the extent that re-budgeting is required; and development and administration of budget execution (annual work) plans for OPTEMPO and personnel operations which necessitate reprogramming throughout the year.
  • Knowledge and skill in budgeting and program methods and procedures to execute multiple budgets for the state.
  • Knowledge and skill to apply analytical skills in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement.
  • Knowledge of the format and composition of financial documentation to support all budget processes.
  • Knowledge of the goals, objectives, workforce composition, work methods and functions of DCS G-1 operations and programs sufficient to enable the incumbent to determine whether requests for funds and expenditures are proper, necessary and timely.
  • Knowledge of the installation accounting system and related documents in order to locate and analyze data pertaining to the personnel budgets for substantive programs.

COMPATIBLE MILITARY ASSIGNMENT: For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted. However, rank requirement must be met to avoid grade inversion.

UNIT OF ASSIGNMENT: Any unit within the state

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0560-11 position and dependent on the positions certification level and contingent on the employee's military rank, the employee must complete the financial management certification level II within 24 months of appointment to the position.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
