Duties

Help
  • Serves as the Engineer Technician for Residential Communities and is responsible for construction oversight for the family housing privatization initiative.
  • Utilizing knowledge of facilities management and community infrastructure, engages in the planning, design, revitalization, and quality assurance of improvements of housing facilities, communities and other real property.
  • Provides feedback on initial and subsequent out year development plans for construction of new units, revitalization or replacement of family housing units, and associated ancillary facilities, community centers, parks and recreational areas.
  • Reviews and evaluates technical specifications and proposals for all phases of family housing community planning, development, redevelopment and construction.
  • Travels to worksites to conduct daily quality assurance visits and inspections to provide oversight on behalf of the government for all construction divisions working on construction sites.
  • Prepares for periodic Community Development and Management Plan (CDMP) provisional renegotiations throughout the life of the privatization program.
  • Develops and recommends new policies, procedures, and work-related changes in planning and scheduling of adjustments to the CDMP/OYDP due to changes in income stream, life cycle maintenance, repair schedules and/or natural disasters.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes coordinating and/or planning projects involving maintenance, repair, alterations or construction of buildings and facilities; reviewing cost estimates, contractor proposals and drawings for proposed projects; making site visits to study conditions for proposed projects or review work in progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Four-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, community planning, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
