Performs duties of a Human Resource Specialist for assigned units and leads a multi-functional team of Human Resource Specialists and Human Resource Assistants performing internal/external recruitment and placement.
Reinforces assignments and projects as assigned by Human Resources Supervisor to team members in terms of problems to be solved, milestones, and timelines for completion.
Coaches the team in the selection and application of problem-solving methods, provides advice on procedures, and assists team members in identifying parameters for appropriate solutions.
Assists the team in balancing workload in accordance with established workflow, skill levels, and specializations, and makes adjustments for priorities and timeliness.
Trains and helps identify trends that require training, both in teamwork and in subject-matter skills.

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: experience determining the appropriate rating and ranking factors to develop job analyses and crediting plans; and/or reviewing actions for accuracy and completeness, including interpreting and applying employment regulations and authorities to ensure that recruitment actions comply with human resources policies and regulations; and/or Review past recruitment practices and local labor market conditions to advise on future staffing strategies; and/or providing authoritative technical assistance to others to resolve recruitment and placements issues.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
