Summary

The incumbent serves as a Senior Program Analyst supporting the management and staff priorities in the Office of the Chief Operating Officer (OCOO) and reports directly to the Chief Operating Officer (COO). The incumbent is responsible for planning, developing, executing, administering and coordinating an integrated strategic communications plan to support OCOO's offices and the initiatives of the COO.

Duties

The incumbent develops short- and long-range communications planning and implements plans, procedures, and policies relating to the office's strategic communications needs.

Plans, executes and supports major employee communications and change initiatives sponsored by OCOO. The incumbent provides expertise and support to OCOO executives, managers and staff in the areas of communications and change management programs that promote improvements to the OCOO customer experience and provision of customer service across OCOO.

Leads a systematic communications approach to advance OCOO's programs, strategic goals and objectives. Analyzes the efficacy of current communications plans, recommends strategies for improvements to advance the communications objectives, and develops short- and long-term communications plans to meet the organizations mission.

Plans and conducts complex strategic communications and outreach strategies for OCOO. Leads and directs the development and implementation of products to foster collaboration through extensive research, writing and editing communication materials. Creates high-impact products to support the communications strategy. Develops and leads written analyses and conclusions as well as written products for dissemination to provide program/project updates for a wide variety of stakeholders.

Establishes and manages governance and processes to support development and clearance of service-related updates across OCOO service areas. Coordinates the intra-agency development and delivery of status reports and service-related customer updates for OCOO priorities and initiatives.

Drafts new and maintains existing documents and information about OCOO products and services housed in customer-facing locations. Supports content providers in developing communications for a variety of internal and external audiences for a broad scope of subject matter. Edits products for accuracy and ensures the text is free of grammar, spelling, and punctuation errors. Assists in the development of graphic and video content.

Monitors, tracks and reports on program/project progress to the Chief Operating Officer and OCOO management.

Coordinates collection and interpretation of service performance data and survey information from employees and customers to inform communications and change management efforts.

Applies a variety of graphic design software, tools, and resources to develop effective forms of communication, and achieve desired actions and proactive communication strategies and techniques.

Manages, guides and oversees OCOO internal websites to ensure content is current, relevant, accurate, well organized, Section 508 compliant, and user friendly. Manages web content, content strategy, and information architecture.

Attends meetings with agency executives and senior management to provide information on communications and change management.

Serves as a Contract Officer's Representative (COR) or Invoice Approver. Provides expert advice and assistance to senior management and staff in the development of acquisition related requirements.

Designs and develops reports, memoranda, procedures and other documentation for the Supervisor and management for information and decision-making purposes.

Performs other duties as assigned.

Qualifications

Qualifying experience for the EL-14 level includes one year of specialized experience at least equivalent to EL/GS-13, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include the following:

1. Planning and implementing internal communications and/or employee engagement strategies and programs for one or more organizational units.

2. Drafting and developing a variety of written communications materials on behalf of senior leadership, such as email newsletters, intranet or web content, memoranda, speeches/talking points, or presentation decks.

3. Managing an internal clearance process for senior leadership to ensure consistent, timely review of documents and other materials.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
