Duties

Help
  • Analyzes, develops, and maintains computer application systems and documentation for various Information Solutions Division (ISD) program and administrative functions.
  • Serves as the application programmers during the programming and testing phases of development.
  • Assists in the design and personally codes, tests, and debugs the critical portions of the applications for which responsible.
  • Diagnoses application system failures to isolate the source of the problems to equipment, system software, or application programs.
  • Directs and confers with other Information Technology Specialists and operating personnel in determining causes of the problems and in preparing solutions which will overcome the problem.
  • Researches and simulates under test conditions proposed computer processes to determine computer resources required in reference to hardware, efficiency, time and other factors related to determining total cost of operation.
  • Evaluates rapidly changing information technology and agency environment; and developing design specifications, technical advisories, and guides for applications programmers/analysts and users of agency systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below:

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND-

SPECIALIZED EXPERIENCE: One full time year of Information Technology experience equivalent to the GS-11 level in the Federal service or private sector that demonstrates experience applying systems design and programming techniques, operating systems software, file management services, and database facilities required to develop more efficient application software; utilizing programming languages JAVA, HTML and other web-based application programming languages including Uniform Modeling Language (UML) for object-oriented design; identifying problems and making recommendations during development or production cycles. -AND-

Selective Placement Factor: Must possess a Java Programming Certification. The certification must be submitted with the application packet. (Failure to submit the JAVA Certification will result in an ineligible rating.)

You will be evaluated for this job based on how well you meet the qualifications above.
