Duties

This position is located within the IT Security Office (ITSO) of the Department of Technology Services (DTS). The incumbent is a recognized cyber security expert that has successfully managed full spectrum cyber operations. Must have a proven record of successfully leading threat detection, incident response and recovery activities at a national level, and extensive experience managing, developing and mentoring federal and contract personnel conducting defensive cyber operations. Will perform multiple and varying assignments under the Chief Information Security Officer.

Management Duties include but are not limited to:

  1. Supervising the overall readiness of the Security Operations Center to conduct full spectrum Defensive Cyber Operations (DCO) to include implementation of Internal Defense Measures (IDM) and Response Actions (RA). This supervision requires effective recruitments, process development, performance planning, and contractor on-boarding to ensure qualified professionals and high-performance teams support security operations. The selected individual develops and maintains a sound plan of organization, which includes implementing procedures that ensure timely performance evaluation, adequate management development, and succession planning.
  2. Ensuring cyber technical security operations operate smoothly, effectively, and efficiently on a daily basis. Drives and measures performance against key performance indicators so that technical performance can be continuously evaluated and improved. This quantitative measurement includes a comparison of how performance complies with or varies from acceptable standards.
  3. Performing strategic planning to ensure the alignment of Cyber Security Operations goals and objectives with the goals of the judiciary as a whole. This establishes the foundation for the cooperation and partnerships between the SOC and the rest of the judiciary that is needed for the SOC to achieve its mission.
  4. Overseeing the development and maintenance of intuitive reporting mechanisms, such as dashboards, to communicate operational status. The selected individual will define a means for the SOC to remain current and connected with the Courts' changing needs and vulnerabilities and maintain a bi-directional communication channel to support ongoing dialogue among stakeholders.
  5. Overseeing the inter-agency communications and coordination with Executive and Legislative Branch agencies to build cyber threat awareness and facilitate criminal investigations of malicious activities against the Federal judiciary. This supports the intelligence and information sharing relationships with other key government stake holders at both unclassified and classified levels of communication.
The incumbent must demonstrate a background in the successful management oversight and supervision of activities to include:
  1. Identifying both technical and process improvements to elevate the quality of work performed by program managers, and other technical staff.
  2. Forecasting staffing needs and coaching, motivating, and developing team members.
  3. Executing defensive cyber operations to include internal defense measures as well as response actions.
  4. Developing and maintaining the technical, analytical, and practical proficiencies needed to ensure the cyber team is successful in the detection of intrusion attempts and compromises.
  5. Developing, maintaining, and reporting upon metrics to measure Cyber Security Operations operational effectiveness.
  6. Evaluating and updating operations policies and procedures as appropriate.
  7. Identifying information security risks within the judiciary and recommending priorities for risk mitigation.
  8. Managing client expectations to ensure strong client service and satisfaction by meeting the needs of clients in a complete, consistent, and timely manner.
  9. Providing input for resource planning, cost estimation, budget development, and cost control.
  10. Providing statistical cyber-management reports and supporting data in response to ad-hoc requests for information, in addition to routine situational awareness reports.
  11. Providing impacted judiciary stakeholders with timely, clear, technically accurate notification of the risk potential associated with IT security events and options for remediation.
  12. Developing and maintaining reporting metrics to measure and categorize intrusion attempts and related activities as well as identifying incident trends.
  13. Developing and maintaining processes and procedures used to manage, maintain, and enhance the security roadmap used to provide technical, personnel, and procedural growth.
  14. Interfacing with clients and management to understand their security needs and oversee the development and implementation of procedures required to accommodate them.
  15. Planning, scheduling, assigning, and directing staff on technical and operational projects and regular departmental activities as well as participating in federal recruitment and contract management activities.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working as the leader in a security operation center managing a team of 20 or more highly successful engineers and analysts.
