Summary

In this position you will serve as an Engineering Technician for the Engineering Service in a staff capacity, performing design, construction management, Computer-Aided Design/Drafting (CADD), and Geographical Information System (GIS), R.S. Means and other computer and construction oversight activities in support of the Medical Center. This position is located at the Manchester VA in Manchester, NH and travels as needed to outlaying facilities such as Community Based Outpatient Centers/CBOC.

Major Duties:

  • Perform broad and complex electrical, plumbing, utility system, mechanical, pneumatic, civil, and construction designs and layouts, complete with specifications
  • Conduct research type studies and interpret precedent designs, Engineering Handbook, journals, VA Construction Standards, etc.
  • Make on-site investigations
  • Have conferences with appropriate services on design requirements to collect data needed for design
  • Write specification specifications for construction of building systems and alternations, roads and walks
  • Devise solutions when complex problems arise during design and construction, typically without supervision
  • Ability to inspection construction sites and determine progress payments to be made to contractors
  • Perform broad variety of drafting duties utilizing Computer-Aided Design/Drafting (CADD), and Geographical Information System (GIS), R.S. Means and other computer and construction oversight activities in support of recording keeping and developing activities at the Medical Center
  • Responsible for executing surveying, engineering, and drafting functions

Qualifications

EXPERIENCE:
Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-8) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician, and that is typically in or related to the work of the position to be filled. Specialized experience includes supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition, you MUST have experience preparing and maintaining engineering-related drawings and plans according to established guidelines, using a variety of computer based techniques, including scanning, hand digitizing, direct file transfer, and use of broad variety of highly specialized drafting software such as Computer-Aided Design/Drafting (CADD),and Geographical Information System (GIS), R.S. Means, graphic programs; providing engineering services associated with job order contracting and construction to include evaluating tenant requirements; to establish scope of work; design criteria; and estimates of design time and costs; providing technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations.

EDUCATION:
Possess the successfully completed two (2) full years of graduate education or a master's degree or an internship that is directly related to the work of the Engineering Technician position in the field of engineering. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials.

COMBINATION OF EXPERIENCE AND EDUCATION:
Possess the equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: the work is mostly sedentary. Some walking, bending, and climbing is required to inspect existing conditions of areas prior to renovation and continually during various stages of construction. Work hours can vary from the norm depending upon the circumstances surrounding the project performance and building management system operation, which can entail night, weekend, and/or extended work hours.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
