The Information Technology Specialist position is located in the Department of Administrative Services (DAS), Administrative Systems Office (ASO), Strategic Planning Division (SPD). The ASO is responsible for management, oversight, and support of the technology functions related to the administrative services lines of business; developing and supporting the Administrative Office (AO) technology systems, budget, accounting, procurement, space and facilities, and other administrative functions.

The Information Technology Specialist position will report to the Facilities and Support Systems Portfolio Manager in the Administrative Systems Office (ASO), Strategic Planning Division (SPD). The incumbent of this position will serve as a Deputy Portfolio Manager with responsibilities over the Facilities and Support Systems Portfolio (FSS). The SPD is responsible for Portfolio Management in several major administrative areas. These administrative areas are organized into three portfolios: Finance, Human Resources, and Facilities & Support Systems.
The FSS services include technical solutions for automation, integration, collaboration, and transformation. This position is responsible for working across the Administrative Office (AO) and the Judiciary on prioritizing and funding a variety of administrative support applications. These applications include both Commercial Off The Shelf (COTS) products as well as a collection of in-house developed systems that leverage a variety of tools and development frameworks including .Net, ColdFusion, Robotic Process Automation, SharePoint, and low code.
Also, this position will be responsible for managing multi-million dollar budgets, working with all levels of management, driving change in accordance with the voice of the customer, and strategic direction. These areas of focus include strategic planning, budget formulation/execution, product road mapping, executive reporting, meeting facilitation, government and private sector outreach, marketing, internal consultancy, continuous process improvement and audit compliance.
The duties of this position include, but are not limited to:
Assisting the Portfolio Manager with strategic planning to help create the vision and strategy for the products and services provided by the Facilities and Support Systems portfolio; developing five-year strategic plans for products and platforms in the portfolio; and assisting in the annual update of the strategic plan.
Collaborating with ASO leadership, staff, and business owners to set or resolve competing priorities and chart future direction; and providing input and supporting the development of roadmaps of each product, platform, and service in the portfolio.
Working with the Portfolio Manager, ASO customers, and stakeholders inside and outside of the AO to understand business needs, priorities, dependencies, and plans to formulate and maintain budgets; assisting the Portfolio Manager with formulating annual budgets; translating strategic plans into resource requirements and financial projections; and working with the ASO System Execution Division Branch Chiefs to understand operations and maintenance needs to translate them into budget estimates.
Developing ITIL based service definitions for new portfolio IT services; and documenting services and validating the service definitions with ASO management.
Managing contractor resources effectively to ensure costs are kept to a minimum, resources are appropriately tasked, and staffing levels are optimized.
Drafting, reviewing, and editing presentations and documentation to ensure a high level of quality; preparing and delivering presentation to customers, stakeholders, AO, Department of Administrative Services, ASO management, Judicial Conference Committees, and the courts as needed covering a wide range of topics to include portfolio performance, new initiatives, new defined services offerings, and budget.
Working closely with ASO Product Mangers to ensure that products, platforms, and services provided by the portfolio are meeting the needs of customers; and coordinating and communicating priorities on projects such that work in the portfolio can be balanced across demand for services; and refining, revising, and expanding the Capacity Management capability within the portfolio.
Serving as the Contracting Officers Representative (COR) for contracts held within the portfolio; monitoring service delivery to ensure that contractors are providing services in accordance with the contract Statement of Work; and monitoring financial status of contracts including burn rate, obligations, funding, and budget.
Working with Product Manager to coordinate efforts to modernize, re-platform, or retire legacy AO applications; setting and revising priorities to modernize efforts; and ensuring resources are available for modernization.
Serving as Program Manager for the Robotic Process Automation (RPA) service; communicating with AO program and executive offices and explaining the value and return on investment of the service through briefings, demonstrations, and meetings; and developing and executing a plan for the expansion of the RPA service.
Serving as Business Owner for an automated request tracking and work initiation/service desk system; serving as subject matter expert on the work intake workflow, specify and identify system enhancements, describe requirements for the development team, and test and validate changes to system.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience with strategic planning related to technology platforms and solutions; working with customers to identify high-level requirements for technical solutions; assisting with budget formulation for technology platforms and projects; and experience with contracts management.
Highly Desired:
Experience with rapid application development programs and applying current technologies such as low code and robotic process automation tools.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science or a related field is highly desired.
