Duties

Help

  • Develops job competencies, assessments, and questionnaires, and posts Job Opportunity Announcements in USA Staffing.
  • Trains and assists management officials in the development of job analyses, and task and duty statements.
  • Critically reviews and classifies agency positions under both the General Grade (GG) and Federal Wage System (FWS).
  • Advises and trains management officials on position classification principles and creating position descriptions.
  • Reviews and processes employee personnel actions in the Federal Personnel & Payroll System (FPPS).
  • Advises management officials on the agency merit promotion plan including upward mobility.
  • Promotes the Equal Employment Opportunity (EEO) objectives of the agency and ensures fairness and equity in all personnel actions.

  • You will be required to review, sign, and return the initial Ethics Training Materials and Certification of Completion of Initial Ethics Training within 30 days of your first day of appointment.

Minimum Qualification Requirement
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Grade Differential: Allgrade levels perform a wide range of tasks similar to those described in the listing of Duties. At the GG-09 and GG-11 grade levels the employee will be assigned work to further develop and refine their technical knowledge and skills. Assignments will combine productive work with ongoing training and instruction. Supervision received at the lower grade level will be closer with oversight and review being provided on a regular basis.

To qualify at the GG-09 level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-07 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: preparing job vacancy announcements; providing guidance to managers and supervisors on various authorities available when filling positions; advising applicants seeking federal employment on the correct processes and requirements; assisting with identifying and processing changes in positions descriptions; providing technical services such as advising on pay and leave administration, and the employee benefits process; and electronically preparing civilian personnel actions. For this position, there is no substitution for experience at the GG-09 grade level.

To qualify at the GG-11 level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-09 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: recruiting, examining, and placing employees in civilian positions; providing guidance to managers and supervisors on various authorities available when filling positions; advising applicants seeking federal employment on the correct processes and requirements; advising managers and supervisors regarding qualification requirements; assisting with identifying and processing changes in positions descriptions; classifying federal civilian positions; providing technical services such as advising on pay and leave administration, and the employee benefits process; and electronically preparing and processing civilian personnel actions. For this position, there is no substitution for experience at the GG-11 grade level.

To qualify at the GG-12 level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-11 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: recruiting, examining, and placing employees in civilian positions; providing guidance to managers and supervisors on various authorities available when filling positions; advising applicants seeking federal employment on the correct processes and requirements; advising managers and supervisors regarding qualification requirements; assisting with identifying and processing changes in positions descriptions; classifying federal civilian positions; providing technical services such as advising on pay and leave administration, and the employee benefits process; and electronically preparing and processing civilian personnel actions. For this position, there is no substitution for experience at the GG-12 grade level.

Time in Grade (TIG): Current and former federal employees must have a minimum of 52 weeks at the next lower grade level in the federal GG/GS pay system or equivalent pay band in the Federal service to be eligible under Merit Promotion procedures.
