Duties

Help

As Supervisory International Trade Specialist, you will perform the following duties:

GS-14:

  • Initiate, develop, and manage relationships with government officials, business executives, trade promotion partners, congressional offices, overseas posts, and the media.
  • Write briefing papers, strategic plans, and experience in developing and delivering presentations to diverse audiences.
  • Provide theories, dynamics, and practices of international trade, and of the economic markets and geopolitical factors underlying such trade. Develop guidance to be followed by others and work as an authoritative agency in the subject matter or functional area.
  • Exercises delegated supervisory authority to plan and assign work of subordinate employees; leading and directing a staff of trade specialists and program analysts to achieve organizational goals and objectives. Manage a multi office budget. Provide long range and short-term goals.
GS-15:
  • Initiate, develop, and manage relationships with government officials, business executives, trade promotion partners, congressional offices, overseas posts, and the media.
  • Write briefing papers, strategic plans, and experience in developing and delivering presentations to diverse audiences.
  • Provide trade promotion counsel export marketing strategies to private sector companies. Develop and implement a strategic plan for a geographic dispersed organization.
  • Exercises delegated supervisory authority to plan and assign work of subordinate employees; leading and directing a staff of trade specialists and program analysts to achieve organizational goals and objectives. Manage a multi office budget. Provide long range and short-term goals.

This Job Opportunity Announcement may be used to fill other Supervisory International Trade Specialist GS-1140-14/15 FPL GS-15 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-14: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: 1) Coordination of domestic file operations with trade-related programs of agencies; and 2) Maintaining liaison duties with other agencies, industry, and academe to develop techniques for delivering programs that increase exporting throughout the United States; and 3) Advising upon such matters as policy, organizational structure, administrative systems and procedures, program implementation and performance evaluations.

GS-15: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: 1) Extensive knowledge of US Trade policy and priorities, statutes, and regulations; and 2) Resource management policies, and procedures: and formulating, coordinating, and guiding the design and development of export promotion strategies;and 3) Supervising a diverse office of program personnel.

You will be evaluated for this job based on how well you meet the qualifications above.
