Duties

Help
  • The incumbent performs complex legal analysis and applies professional expert level of technical knowledge and skill in reviewing, analyzing, and determining complex disclosure (FOIA and PA) cases.
  • Processes large and complex FOIA and PA requests and upon review, determines which laws, regulations, statutes, polices and precedent are implicated.
  • Provides expert professional judgement in applying the legal research to complex documents understanding that every request is different.
  • Evaluates information developed during audits and investigations involving matters of special interest to OIG management, senior USDA officials, Members of Congress, and the media, and provides advice and counsel to OIG Officials.
  • Provides legal research and advice in matters relating to audits and investigations of the Department's programs and operations, including preparation of legal opinions, including, but not limited to, matters involving the Inspector General Act.
  • Conducts legal sufficiency reviews of legal documents, including IG subpoenas, and legal correspondence.
  • Prepares memoranda, reports, legal documents, and correspondence.

Qualifications

BASIC REQUIREMENT: All applicants must possess the following:- J.D. Degree

AND- Active membership of the bar in good standing in any State, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico (Note: proof of bar membership will be required before entry on duty).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SPECIALIZED EXPERIENCE for GS-13: Applicant must possess at least two years of professional legal experience at or equivalent to the GS-12 grade level performing duties such as conducting litigation, independently conducting legal research on and providing legal opinions/advice on matters involving the IG Act, USDA programs and legal authorities, Bivens, Torts, subpoena enforcement, criminal matters, the FOIA/PA, or Federal ethics authorities.

TIME IN GRADE REQUIREMENT: Applicants must have one year of specialized experience at the next lower grade level to be considered for the next higher grade level. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must have a professional law degree (J.D.) at a school of law accredited by the American Bar Association (ABA); and, be a current member, in good standing, of the bar of a State, a Territory of the United States, or the District of Columbia.
