Summary

About the Position: You will serve as Program Executive for a major Design and Construction Program responsible for managing and executing Mega Projects that are large, complex, and comprehensive in scope. Innovative acquisition, design, and construction approaches will be implemented and will require a vast amount of coordination and daily interaction between the U.S. Army Corps of Engineers (USACE) and several stakeholders.

Help
  • Exercise delegated authority to manage and execute the program through to construction completion.
  • Assure the establishment of corporate goals on schedule, cost, scope, and budget in Project Management Plans (PMPs) in coordination with functional elements.
  • Implement controls, including earned value management, to assure charges to projects reflect commitments to customers and partners on cost, quality, and schedules.
  • Monitor design and construction fiscal progress.
  • Ensure periodic program review and analysis briefings are provided to compare progress with objectives and established milestones.
  • Supervise, coordinate, guide, and direct the on-site Area or Resident Engineer and staff engaged in construction operations and contract administration.
  • Monitor contract administration activities.
  • Direct the staff through subordinate supervisors and team leaders.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Incumbent must be a certified project Management professional within 18 months of selection.
  • Must possess a valid driver's license to operate motor vehicles in accomplishing assigned duties.
  • Incumbent is required to travel or perform an uncommon tour of duty.
  • Position may be filled as a term appt NTE 5 years if the candidate is not a current permanent Army employee. Term appointments may be extended up to a max of 6 yrs with the potential for up to 8 yrs, MAY BE made perm without further competition.
  • One year Supervisory probationary period may be required.
  • Position may be filled as a temporary promotion or temporary reassignment by a current Permanent ARMY employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years and may be made permanent without further competitions.

In addition to meeting the basic requirement in the links above and to qualify for this position you must also meet the qualification requirements listed below:

To qualify at the GS-15 grade level, you must have:
Specialized Experience: One year of specialized experience which includes managing the Design and Construction program for multiple Mega-Projects that require significant and extensive coordination and integration of project activities through the functional areas of Program and Project Management, Contracting, Office of Counsel, Resource Management, Engineering, and Construction; evaluating the success of the program to include planning and scheduling, revising organizational structures to match workload changes, and policy determinations that serve as a basis for future Mega-Projects; management of operating budget for operations program; reviewing the work of subordinates for overall conformance with policy and mission objectives and locally established standards or similar work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
