Summary

This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Infrastructure Operations Services (IOS), Support Systems (SS). The incumbent provides oversight, or establishes and maintains specific components of hardware and software systems, institutes and manages user accounts, conducts backup and recovery tasks, and implements operational and technical security controls while adhering to organizations security policies and procedures.

Physical Requirements: Work is sedentary and typically the employee sit comfortably to do the work. Some work may require walking and standing in conjunction with travel and to attend meeting and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

Major Duties:
  1. Plans and schedules the installation of new or modified hardware, operating systems, and software applications.
  2. Maintains systems configuration, manages the installation and integration of system fixes, updates/enhancements, manages accounts, Dynamic Host Configuration Protocol (DHCP), and patches.
  3. Anticipates problem areas, researches trends in system needs, and develops techniques and specialized programs for evaluating possible changes to systems.
  4. Interacts with system administrators, other information security staff, database administrators, and data managers throughout the agency to address security issues, data integrity, and secure system architectures.
  5. Develops and recommends revisions to planned systems or develops and authorizes the use of systems deviations that will facilitate achievement of planned objectives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Apply experience in the operation and function of supporting software and tools; plan, direct, assemble, implement, and support administration of systems; utilize OS component areas and automation tools to include clustering, LDAP, automated provisioning and patching, backup and recovery operations, and virtualization technologies; maintain systems configurations, manage the installation and integration of system fixes, updates/enhancements, manage accounts, Dynamic Host Configuration Protocol and patches.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.
