Duties

Help
  • Develops recommendations for changes to strategic planning and guidance documents based on data analytics, studies and analyses conducted.
  • Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment through the use of analytics.
  • Provides supervision and oversite to team.
  • Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Identifies employee developmental needs and provides or arranges for training to maintain and improve job performance.
  • Develops detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary.
  • Formulate new or modified work methods, organizational structures, staffing patterns, procedures for administering program services, guidelines and procedures.
  • Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
  • Performs analyses of methods to improve linkage interpretation, research new methods that might be applied, and advises on improvement methods.
  • Designs and conducts complicated management surveys, reviews, and research projects.
  • Provides advisory services on issues of such intensity and breath that they often require input and assistance from other analysts and subject-matter specialists throughout the agency.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the GS-13 grade level for consideration for the GS-14 grade level. Applicants are responsible for providing all applicable SF 50s for verification of time in grade and career status, the resume is NOT an official document and therefore will not be used when determining time in grade or career/tenure status.

SPECIALIZED EXPERIENCE: Candidates must meet one year of specialized experience equivalent to the GS-13 level in the Federal service or comparable experience not gained through federal service. For this position, specialized experience is defined

as experience

researching, analyzing and gathering workforce and organizational data to develop strategic and technical business plans for an organization; facilitate the development and implementation of reengineering initiatives, business process reviews, and other change management initiatives; collaborate with stakeholders both internal and external to the organization to develop objectives, institute plans of action in order to resolve conflicts of interest and arrive at unified solutions; create strategic position papers, briefings and key materials that support the organizations position on strategic issues.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
