Duties

Help

Duties for the Auditor GS-511-14 under Office of Audit Services (OAS) include but not limited to:

  • Serves as an Audit Manager responsible to plan, direct, and coordinate major IS audit activities, to support the DHHS consolidated and operating divisions financial statement audits, including the development of works statement(s), and oversight of Independent Public Accounting (IPA) firms.
  • Audits conducted are designed to evaluate: (1) Entity-wide security program planning and management; (2) Access controls; (3) Application software development and change control; (4) System software; (5) Segregation of duties; (6) Service continuity; and (7) Application controls of key Departmental systems.
  • Provides expert technical assistance to auditors and coordinates OIG staff throughout the regions for monitoring of support work of a wide variety of computer-based management control systems of contractors and potential grantees, including state and local governments.
  • Participates in entrance and close-out conferences as well as status and key meetings. Reviews draft and final audit programs, audit documentation and reports, to ensure adequacy of coverage, adherence to established reporting policies and procedures, and application of the AICPA, Office of Management and Budget (OMB), Federal Information System Controls Audit Manual (FISCAM) and other applicable guidelines, laws and regulations.
  • Reviewing the planning and implementation of the financial statement audits and related IT services; and reviewing draft and final audit programs, audit documentation and reports, to ensure adequacy of coverage, adherence to established reporting policies and procedures, and application of the AICPA, Office of Management and Budget (OMB), Federal Information System Controls Audit Manual (FISCAM) and other applicable guidelines, laws and regulations.

Positive Education Requirement: This position has a position education requirement, as indicated below. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted.
Basic Requirements for Financial Auditors

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
or
  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement
AND

Specialized Experience: For the GS-14 applicants must have 1 year of specialized experience equivalent to the GS-13 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include the following: Experience (1) Plans and coordinates the work to be accomplished by subordinates daily; (2) Reviews drafts and final audit programs, audit documentation and reports to ensure adequacy of coverage adherence to established reporting policies and procedures; and (3) Oversee and leading audits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Education

Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
