  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provide financial analyses, plans, and briefings for management. Participate in setting budget objectives.
  • Analyze financial reports/information, prepare justification for a consolidated budget for all substantive programs and supporting administration activities. Use budget/financial system(s) to provide evaluative data to organization.
  • Analyze financial-related program issues to assure an integrated approach. Analyze/make recommendations for planning, policy formulation/implementation, and decision-making. Forecast services/status of obligations and fund expenditures.
  • Conduct studies on control and use of funds throughout the year. Assure obligations and expenditures are in accordance with pertinent laws and regulations. Prepare reports of analysis, making recommendations for remedial action.
  • Control budget formulation and execution activities and interpret Planning, Programming, Budgeting, and Execution (PPBE) guidance according to Federal, Agency, and Center regulations, directives, and policies.
  • Provide current/future-year spending plans, readjust spending plans as changes in funding occur. Advise senior management on the status of fiscal resources/future requirements.
  • Review budget changes and the financial state of the organization; provide management officials with the full range of procedural and regulatory guidance; take action to ensure adequate funds coverage.
  • Review guidance to develop an integrated budget, both on a long-term and short-term basis; develop contingency plans to allow for variables and avoid serious adverse consequences.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:

  • Applying knowledge of budget formulation and execution by participating in budget review and analysis;
  • Utilizing resource and financial management systems and/or tools to create budget reports; and
  • Participating in studies on the control and use of funds.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
  • Assisting with budget formulation and execution activities for programs by reviewing and assessing historical financial data and trends;
  • Supporting the development of budget estimates and monitoring actual expenses; and
  • Assisting with the implementation of corrective actions to resolve budgetary discrepancies.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Participating in executing all phases of budget formulation and execution activities for programs and performing activities involving the process of reviewing and assessing historical financial data and trends;
  • Analyzing data to support developing budget estimates and monitoring actual expenses; and
  • Making recommendations and implementing corrective actions to resolve budgetary discrepancies.
