Summary

This position is located in the Office of the Treasurer of the National Gallery of Art (NGA) and reports to the Chief, Financial Management Systems.  The incumbent serves as the Financial Systems Specialist for the National Gallery of Art's Oracle systems.  The incumbent is responsible for oversight of all functional system configuration compliance and control aspects of Oracle eBusiness Suite (EBS), and Cloud-based Software-as-a-Service (SaaS) system, after the EBS has been decommissioned.

Duties

Help

As the Information Technology Specialist, you will:

  • Advise on day-to-day system operations and manages all configuration and functional oversight duties for identification, planning, and implementation of configuration changes to improve overall system functionality.
  • Review, optimize, and maintain business process configurations for all financial system modules including General Ledger, Accounts Payable, Purchasing, Accounts Receivable, Fixed Assets, Cash Management, Grants, Projects, and Federal Administrator/Budget Execution.
  • Manage design, configuration, and monitoring of Subledger Accounting (SLA) required for accurate financial reporting and compliance with federal (e.g., Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS)/Data Act) and non-federal reporting requirements.
  • Manage funds control, month-end and year-end close processing.
  • Support the Oracle Systems Administrator for functional issues including but not limited to user responsibility administration, funds control, reports (Excel4Apps, Oracle Transactional Business Intelligence, Dashboards, etc.), and maintenance of general ledger accounting string data and rules.
  • Create service requests to report system issues to be resolved by Oracle.
  • Manage outstanding service requests and ensures that all documentation requests from Oracle are provided to promote timely resolution.
  • Develop and maintain system design documentation.
  • Develop financial management system policies and procedures manuals and ensures compliance with system policies and procedures.
  • Develop system user training documents and provides training to Gallery end-users.
  • Interface with internal and external financial and IT auditors, providing requested information, queries, and reports.
  • Perform reviews of vendor updates made to System for Award Management (SAM) to identify data anomalies.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-2210-14. For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-13 level in the Federal service, working with Oracle Federal Financials, and experience with the functional design or implementation of Oracle Release 12, including configuration of Subledger Accounting (SLA) and experience with distinct configuration and funds control solutions for systems with federal and nonfederal components.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
