Summary

You will serve as ONI's Senior Advisor for Corporate Communications responsible to the Commander, ONI (COMONI) on customer engagement and corporate communications, via the Deputy Chief of Staff for Strategy, Policy, and Integration (ONI N5) and the ONI Chief of Staff. This position is located in Suitland, MD in the OFFICE OF NAVAL INTELLIGENCE.

Duties

Help
  • You will utilize an extensive knowledge of strategic communications concepts, principles, methods and techniques in the development and delivery of professional communication products.
  • You will develop and manage ONI's strategic communications framework and serve as the command's liaison for internal and external communications plans and efforts.
  • You will develop strategies and strategic messages for ONI Enterprise leadership to use in engaging with external commands.
  • You will advise COMONI on matters pertaining to corporate identity, branding, and image, customer outreach strategies, internal employee communications, and external command communications to the media and general public.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Developing and managing organizational-level strategic communications plan and supporting materials that enhance understanding of complex programs and policies as well as improves communication products for varied customers; 2) Providing information about organizational programs and policies to external customers and the media, and providing responses to address external reaction to information distributed by the organization; 3) Providing expert advice on customer engagement and command communication matters pertaining to command corporate identity, branding, and image; 4) Overseeing management organizational websites and other internet-based capabilities, including social media, and ensuring plans and messaging align with strategic communication objectives.
