Summary

The Delegated Examining Unit (DEU) is seeking an experienced HR professional to function as the Deputy Branch Chief, providing supervision for several HR staff members within the unit. The DEU oversees all delegated examining hiring for NIH and provides expertise in staffing and recruitment issues in the areas of delegated examining, direct-hire, and applicant assessment.

Duties

Help
  • Plan and implement the applicant evaluation and assessment program for NIH.
  • Draft operational guidance (e.g. use of assessments, drafting job analysis, system guidance, etc.).
  • Advise HR specialists and supervisors/managers on recruitment, examination and selection requirements and processes, especially as it relates to delegated examining and direct-hire recruitments.
  • Respond to third party requests (e.g., audit findings and results, variation requests, Inspector General inquires).
  • Serve as a point of contact for entire division on Title 5 laws, regulations, policies, best practices, and general advice on recruitment and placement topics.
  • Serve as a subject matter expert to an HR Information Technology team to ensure talent acquisition systems (i.e., USA Staffing) follow established business practices.
  • Ensure division is properly trained and has adequate guidance materials on the use of talent acquisition systems (i.e., USA Staffing).
  • Perform other duties as assigned relating to federal recruitment and placement.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as an authority to Human Resource Specialists on the appropriate use of OPM qualification and classification standards, and OPM recruitment/placement policies (e.g., Delegated Examining Operations Handbook); advising Human Resource Specialists and hiring managers on conducting/documenting job analyses and developing applicant assessment hurdles (e.g. occupational questionnaires, structured interviews); writing procedures and other resource documents for Human Resource Specialists on recruitment and placement activities; and, guiding Human Resource Specialists on the use of talent acquisition systems (e.g., USA Staffing, Monster) to ensure compliance with federal and agency HR practices.
