Help

As the Grant & Loan Management Specialist, you will:

Assist the Grants Administrator by analyzing CDRLF grant and loan program applications (proposals) and reimbursement requests.

Ensure compliance with applicable laws, regulations and agency policies. Draft documents and official notifications for applicants on any missing documentation or supporting information, if necessary. Make recommendations to the Grants Administrator to approve or disapprove application and reimbursement requests.

Analyze portions of CDFI streamlined applications. Ensure compliance with applicable laws, regulations and agency policies. Make recommendations to the Program Officer on whether applications conform to required standards.

Conduct follow-up procedures on any pending or incomplete applications and reimbursement requests. Advance completed applications with formal recommendations to the Grants Administrator for further review. Conduct any additional application or reimbursement request actions as directed.

Draft various written materials such as pre and post-award correspondence and guidance, training materials, congressional reports, award booklets, instructions, and procedures, as needed.

Provide operational, technical, analytical, and statistical support to the program staff. This includes evaluating credit union financial data and other documents for accuracy, completion, and likelihood of continued viability.

Research and analyze data to develop and prepare a variety of financial and statistical reports, documents and presentations. Issue recommendations to the program staff on requests made by credit unions, agency management, Congress or other stakeholders.

Assist with preparing regular status reports and ad hoc reports regarding grant applications, reimbursement requests and CDFI streamlined applications.

Maintain grant and loan program workload through grant databases and in reports and logs. Prepare assigned plans and reports (e.g. CDRLF Annual Report, Annual Grant and Loan Plan, Management Reports, etc.). Improve data and application management systems through identifying and correcting problems, and making recommendations for enhancements.

Work with other offices to modify, as needed, data fields and report outputs for grant management, accounting and audit systems for greater efficiencies and compliance with applicable laws, regulations and agency policies (e.g. the DATA Act).

Respond to inquiries from credit unions and others interested in CDRLF and CDFI streamlined application programs. Provide CDRLF grant and loan and CDFI streamlined application program guidance and advice. Forward complex inquiries to the Grants Administrator.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-11 level, you must have one full year of specialized experience equivalent to the CU/GS-09 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience 1) reviewing and recommending applications for federal grants and/or loan applications; 2) interpreting financial data; and 3) utilizing automated systems such as Microsoft (MS) SharePoint, MS PowerPoint and/or MS Word to improve workflow or processes.

OR

You may qualify based upon education as follows:
Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Additional information

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 50.87 percent for the Alexandria, Virginia geographical area.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.
