Duties

As a Quarters Specialist GS-0301-9/11, your typical work assignments may include the following under supervision:

  • Provide assistance and direction for developing and managing program activities for the Bureau of Indian Education (BIE) as they relate to the management of the Quarters Management Program.
  • Interpret new and revised professional standards and codes, guidelines, policy statements and/or regulations in development and interpretation of professional guidelines and incorporates into business practices.
  • Serve as technical expert for the repair, maintenance, and renovation of BIE Quarters.
  • Ensure quality assurance and quality control elements are in place and implemented by local units for Asset Management Program.
  • Participate in the ongoing development and implementation of monitoring, evaluation and dissemination of strategic and operations plans for facilities programs and provide recommendations. Manage and provide oversight of repairs, renovation, remodeling or emergency repairs to BIE quarters.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

MINIMUM QUALIFICATION REQUIREMENTS:
GS-09: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service that includes: Provide oversight of repairs, remodeling or emergency repairs to housing; manage housing to include utilities, service and maintenance; encode information and data regarding housing quarters; perform oversight for the collection and distribution of quarters receipts; perform administrative planning, scheduling and coordination of work and resources for operational plans and housing management activities.

Possess a master's or equivalent graduate degree, OR Two (2) full years of progressively higher-level graduate education leading to such a degree, orLL.B. or J.D., if related to this position.
-OR-
A combination of graduate level education beyond the first year of progressive graduate study and specialized experience when combined together meets 100% of the total requirements for the position.

GS-11: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service that includes: Recommend criteria for data collection and inventory information in an automated system such as IA-FMS/Maximo; provide oversight for operations and maintenance expenditures and obligation of funds for housing; develop and process livability evaluation, operations and maintenance standards; provide reviews on requests for demolition or other use changes and make recommendations for the change of property management; manage a variety of difficult and complex work assignments which involve the full range of housing activities.

A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree demonstrating the knowledge, skills, and abilities necessary to do the work.
-OR-
A combination of successfully completed graduate level education beyond the first year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for the position.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required unless you are substituting your education to meet the Minimum Qualification Requirements.
