We are seeking a Senior Business and Systems Analyst to join our QA team.  This position is part of an enterprise engineering team that includes DevOps engineers, UX designers, business analysts, QA and peer software engineers with a range of specialized skills.  We use the Agile methodology with frequent releases, continuous integration and deployment and respond to frequent feedback from customers. 

This position will focus on developing, analyzing, and maintaining business requirements (and related material) across multiple systems. In addition, you will assist in project management related tasks.  This position is full time onsite on Capitol Hill, Washington, DC.  Limited telework is available depending on Congressional schedules.  In this capacity you will:

  • Develop, analyze, and maintain business requirements and/or functional specifications for proposed and existing systems and solutions.
  • Develop documentation and artifacts to support the SDLC, including feature requirements, user stories, data dictionaries, workflows, prototypes, etc.
  • Serve as a liaison between stakeholders, users and the team that is developing, testing, and implementing a given solution.
  • Provide training on how to use a new or existing solution.
  • Learn and understand the federal legislative and law-making process and help others understand it as it pertains to specific project(s) and systems.
  • Perform system functionality testing and quality assurance as needed.
  • Work in a collaborative environment across multiple teams and multiple projects.

Qualifications

MINIMUM QUALIFICATIONS

  • Seven (7) or more years of experience analyzing business problems and developing plans to address issues, problems, and concerns in IT-related field.
  • Experience gathering requirements for IT development projects by conducting interviews, requirements gathering sessions, workflow analysis, and process analysis, and translating those inputs into functional and/or technical requirements.
  • The ability to communicate effectively, both orally and in writing, with the superior ability to translate business specifications into user stories, test cases, and training materials.
  • The ability to evaluate information from multiple sources and identify priorities.
  • The ability to learn quickly, work under pressure, and grasp both technical and business-related concepts in a rapidly changing environment.

IDEAL QUALIFICATIONS

  • A strong working knowledge of Microsoft Products (Excel, Word, PowerPoint, Outlook, Visio, Azure DevOps.)
  • Knowledge of the federal legislative and law-making process.
  • Working knowledge of Project Management and Product Owner roles, including holding a PMP certification and/or Agile Product Owner/ScrumMaster certifications.
