Duties

Help
  • You will manage day-to-day activities for an interdisciplinary team of (50+) engineers, technicians, and analysts to provide mentorship and leadership in order to address risks to cost, schedule, and performance.
  • You will oversee the overall integrity of MDEWSSA?s Operational Flight Programs (OFPs) and Software (SW) Tools products through a disciplined development approach.
  • You will manage to a budget, commit to a schedule, and ensure that the products produced retain the standard of excellence in engineering.
  • You will ensure the business objectives and technical metrics are understood and effectively negotiated, communicated, and adjusted with all of the stakeholders, both internal and external.
  • You will identify and report status/issues/risks to the MDEWSSA IPT Executive Leadership Team (ELT) and develop/oversee mitigation plans for OFP and SW Tools projects that may be impacted due to funding and/or schedule impacts.
  • You will act as the Release Train Engineer, the chief facilitator and coordinator for the Agile Release Train with focus on finding ways to improve the teams' agile performance and behaviors and on removing any obstacles to the team performance.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DP-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Computer Engineer/Computer Scientist/Electronics Engineer/General Engineer/Physicist. Specialized experiences must include some or all of the following: (1) Demonstrating knowledge of the concepts, technologies, and systems necessary for effective development and testing in an electronic warfare/cyber environment; (2) Exhibiting experience with laboratory and flight test planning, scheduling and execution; (3) Demonstrating detailed knowledge about threat systems applicable in the EW environment; (4) Exhibiting familiarity with budget and schedule development and must be skilled at the management and execution of program funding; and (5) Demonstrating skills in preparing and delivering clear, concise briefings and reports to senior level technical and program experts.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801/0854/0855 Series
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

1310 Series
Degree: physics; or related degree that included at least 24 semester hours in physics.
OR
A combination of experience and education as described above that equates to one year of experience.

1550 Series
Bachelor's degree in computer science
OR
Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
